be agreed upon by the County Commissioners, after such conference afore-
said, may include the cost of plans and specifications. It shall be the
duty of the inspector to carefully observe the progress of the work under
the contract and report to the County Commissioners from time to time;
and to represent and faithfully protect the interest of the County Com-
missioners and of the special taxpayers in said district during the per-
formance of any contract, and he may order when so authorized by writ-
ten order of the County Commissioners changes in the contract and work,
and County Commissioners shall have the power upon the request of the
inspector, or otherwise, to order the work suspended if the contractor is-
in their judgment not performing the same according to the plans and
specifications or in a manner that will not give the public service designed
to be rendered by the sewer or water mains or otherwise contracted for.
And at the completion of the work by the contractor the inspector shall
notify the County Commissioners that the work is completed. The County
Commissioners shall thereupon give notice to the persons who made the
deposit aforesaid and the petitioners, by mail, that they have been so-
notified by the inspector, and will, unless objection be had within a week,
order the inspector to sign and deliver to the Treasurer of the County the
special tax bills hereinafter provided for a sufficient number of which said
special tax bills to cover the contract price of the work shall be delivered
by said Treasurer to the parties in whose favor they are issued for col-
lection, and the balance, a sufficient number to cover the other expendi-
tures authorized under this Act, shall be issued in said Treasurer's favor
for collection, to be disposed of by him and the proceeds therefrom by him
paid to the parties entitled thereto, and their receipt taken in full of all
claims against the County. And thereafter the County Commissioners,
if no objection of a substantial nature be had, or if such objections as are
made shall be provided for or overruled by the County Commissioners,
shall by resolution, entered upon their records, order the inspector to
make out as above and sign and deliver to the Treasurer of the County
the special tax bills hereinafter provided for.

905. All special tax bills for work contemplated by this Act shall be
made out and signed by some person to be designated by the Board of
County Commissioners by resolution entered on their records, and shall
be reigstered in their office, and certified and delivered to the Treas-
urer of the County and his receipt taken therefor, and by him regis-
tered and countersigned and delivered to the parties in whose favor
they are issued for collection, and their receipts and the receipts of the
contractor taken in full of all claims against the County on account of
said work. The inspector shall furnish to the Treasurer a plat or plats
of a permanent character to be kept in the office showing the length of
sewers or water mains constructed under each contract and the front
feet of each piece of property binding or abutting on the same, with
the owners' names so far as the owners' names can be ascertained by
