drains, or sewers to be paved, kept in repair and cleaned; to establish
markets and to regulate the hours and limits thereof, and mode of dealing
in relation thereto; to control and protect the public grounds and property
of the town; to establish and regulate a station-house or lockup for the
temporary confinement of the violators of the laws and ordinances of the
town; provided, that the county jail shall be used for such purposes until
said council shall deem it advisable to establish and regulate said station-
house or lockup; to levy a tax and impose a license upon dogs or other
animals, or fowls running at large; and to regulate and control all offen-
sive trades, manufactures and traffic in offensive fertilizers or other com-
modities; and to prohibit hogpens or slaughter-houses within the town
limits. And for the purposes of carrying out of the foregoing powers,
and for the preservation of the cleanliness, health, peace and good order
of the community, and for the protection of the lives and property of the
citizens, and to suppress, abate or discontinue, or cause to be suppressed,
abated or discontinued, all nuisances within the corporate limits of said
town, they may pass all ordinances or by-laws, from time to time, neces-
sary; and to insure the observance of such ordinances, in addition to the
action of debt, or such other civil remedies as may exist in such cases by
law for the recovery of the penalties thereunto affixed, they may affix
thereto such reasonable fines, not exceeding fifty dollars in any case, as
to them may appear right; and in default of the payment of any fine
imposed, they may provide for the imprisonment of the offender for a
period not exceeding thirty days, or until the fine is paid.

808. The Mayor and Council of Rockville is hereby authorized and
empowered, whenever in their judgment the public interests or conven-
ience require it, to provide by ordinance for the grading, paving and re-
paving of footways or sidewalks and for the grading, paving, curbing and
the laying of water and sewer mains therein, or for the grading, or pav-
ing, or curbing, or the laying of water and sewer mains therein, and for
the regrading, repaving, recurbing and the relaying of water and)
sewer mains therein, or for the regrading, or repaving, or recurbing, or
the relaying of water or sewer mains therein, or repairing in such manner,
at such time and with such material as they shall see fit, of any street
or streets, lane or lanes, alley or alleys, or any portion thereof in Rock-
ville, now condemned, ceded, opened as a public highway, or which may;
be hereafter condemned, ceded, opened, widened, straightened or altered
according to the laws and ordinances relating to the same; and also for
assessing the cost of any such work, in whole or in part, upon the prop-
erty binding upon such street or streets, lane or lanes, alley or alleys, or
part thereof, according to such rule or basis as it may determine, and for
collecting said assessment as other city taxes are collected, or in such man-
ner as may be prescribed by ordinance of the Mayor and Council of Rock-
ville, either before or after the work shall have been done; provided, that
before the passage by the Mayor and Council of Rockville of any ordi-
