3576 ARTICLE 16.

1927, ch. 508, sec. 483C.

795. When the Registrars shall complete their duties they shall return
the register book to the Clerk of the Mayor and Council of Rockville.

If any one shall feel aggrieved by the action of the Registrars in refus-
ing to register or strike off the name of any person, or by any other ac-
tion, such person feeling aggrieved may appeal to the Circuit Court for
Montgomery County and its decision shall be final.

1927, ch. 508, sec. 483D.

796. It shall be the duty of the Mayor and Council of Rockville to
provide for each town and primary election suitable place or places for
voting, suitable ballot boxes and ballots in the form and arranged as pro-
vided in Section Sixty-three (63) of Article Thirty-three (33) of the An-
notated Code of Maryland (1924 Edition), except that such ballots shall
contain the name of every candidate whose nomination has been certified
to and filed according to the provisions of this Act.

797. No person shall be a candidate for any public office in the gov-
ernment of the Town of Rockville unless such person shall be nominated
either by a primary election held as hereinafter provided or by petition in
conformity with the requirements herein.

A candidate for a public office in the government of the Town of Rock-
ville shall be deemed to have been nominated by petition when he, or some-
one in his behalf, shall file, at least ten days prior to the time for holding
the election at which he desires to be voted on, with the Clerk of the Mayor
and Council of Rockville, a certificate signed by at least twenty qualified
voters containing the name of the candidate, a statement of his political
affiliation, a statement of the office which he seeks, and a statement that
the persons signing the same intend to vote for the person named therein
for the office named therein. A candidate for a public office in the govern-
ment of the Town of Rockville shall be deemed to have been nominated by
primary election when he, or someone in his behalf, shall file, at least ten
days prior to the time for holding the election at which he desires to be
voted on, with the Clerk of the Mayor and Council of Rockville a certifi-
cate signed by the judges or a majority of the judges of the primary elec-
tion containing the name of the candidate, a statement of his political
affiliation and a statement of the office which he seeks, and that he has been
duly elected a candidate for said office.

1927, ch. 508, sec. 483F.

798. Each political party which shall have polled ten per centum of
the entire vote cast in the State at the next preceding General election
may hold annually in the Town of Rockville on the second Tuesday in
April, at a place to be selected by the Mayor and Council of Rockville,
a primary election at which any qualified and registered voter of the Town
of Rockville and of the party holding such primary election shall be enti-
