3552 ARTICLE 16.

On or before the first of May in each year the County Commissioners
shall make a schedule of all bridges that are to be renewed or new bridges
in new locations to be built in the ensuing year, and, whenever said Board
shall determine that there is a general demand on the part of the citizens
and taxpayers of any election district or districts for a new bridge in a
new location in such district, the Board shall set aside from the said gen-
eral fund for repairs and renewals, one-half of the cost thereof and levy
upon the taxable property of such district or districts, in the manner as
is provided for special road improvements, a sufficient amount to provide
for one-half the cost of said new bridge or culvert. This provision to apply
only to new bridges or culverts exceeding twelve square feet of area of
waterway, all other culverts in the improvement of any road to be paid
for out of the general fund, unless otherwise provided for.

748. The county commissioners are authorized and directed to cause
to be prepared an assessment book for each election district, showing the
assessable property therein; provided that where improved property lies
partly in two or more election districts the same shall appear in the as-
sessment book of the election district of which the improvements or most
valuable part of the improvements are located, and where unimproved
property lies in two or more election districts, the same shall appear in
the assessment book of the election district in which the greater part of
the property is situated.

749. All contracts or agreements for the appointment or employment
of road supervisors by the county commissioners shall be made in writing,
in duplicate, upon uniform blanks provided for the purpose, and shall
show as nearly as may be the mileage of each piece of road covered by
such contract or employment, the character of the work to be done upon
such road and the total price to be charged; the distance to be repaired
with stone, if any, the character of such stone work and the contract price
of same, and the name of the election district within which the road lies;
one duplicate of said agreement shall be delivered to the supervisor or
contractor and the other shall be filed immediately with the treasurer
of the county.

750. The county commissioners are authorized and empowered to levy
and cause to be collected from the property owners of any election district
listed as provided in Section 748 of this article, a special tax for securing
by condemnation or otherwise and permanently improving, draining,
grading, resurfacing or macadamizing any road or roads or toll pike or
toll pikes within such election district; provided, that no such special levy
shall be made on the property of such election district unless said county
commissioners are petitioned in writing, not later than April 15 preceding
