accordance with the provisions of Article 33 of the Code of Public General
Laws of Maryland, title "Elections."

12. On Wednesday next following an election between the hours of
twelve o'clock noon and one o'clock in the afternoon, the Supervisors of
Election for the City of Annapolis shall meet as a Board of Canvassers at
the Municipal Building in the City of Annapolis, and shall respectively
elect a Chairman and Secretary from their number. Each member of the
Board shall take an oath which shall be administered and recorded by the
Clerk of the Circuit Court for Anne Arundel County, to truly canvass, add
up and declare the votes as required by law. At their first meeting a
majority of the whole Board shall be a quorum. If a majority shall not
attend on the Wednesday aforesaid the Canvassers present shall adjourn
until the next day, when they shall meet again at the same hours, and the
Canvassers then attending, although less than a majority of the whole
number, shall organize themselves as a Board and shall perform the duties
required by law, and all questions arising in the course of their pro-
ceedings be determined by a majority of the Canvassers so attending.
All sessions, deliberations and proceedings of the Board shall be public
and the candidates and their Counsel shall have the right to attend and to
inspect the original statements and returns and all other documents and
records. The said Board of Canvassers shall then transmit the result of.
their canvass, attested by the signature of their Chairman and Secretary to
the Clerk of the Circuit Court for Anne Arundel County, who shall enter
the same of record in a book to be furnished the said Clerk of the Court by
the said Mayor, Counselor and Aldermen of the City of Annapolis, and all
other costs incident to said recording of the canvass shall be paid by the
Mayor, Counselor and Aldermen of the City of Annapolis.

13. All provisions of Article 33 of the Public General Laws of Mary-
land, entitled "Elections," shall be applicable to all Municipal Primaries
and Elections held in the City of Annapolis, Maryland, unless otherwise
provided.

14. In all special elections the corporation of the City of Annapolis
shall appoint three judges of said special election, any two of whom
shall be competent to hold such election, and shall also appoint the neces-
sary clerks of said election; and the said judges and clerks shall qualify
before the Mayor of Annapolis, by taking the following oath: "I do
solemnly swear that I will faithfully execute the office of judge (or clerk)
of election, to the best of my knowledge and ability, without favor, affec-
tion or partiality."
The Mayor, Counselor and Aldermen of the City of Annapolis shall
designate the place of holding said elections, and the polls shall be kept
