MONTGOMERY COUNTY. 3537

his premises situated in Montgomery, Talbot and St. Mary's Counties,
Maryland, such as the repair of pumps, windmills, pipes, machinery and
work of like nature, and such plumber or mechanic shall not be compelled
to take out any "Master Plumber Certificate," "Journeyman Plumber's
Certificate," or "Apprentice Plumber's Certificate"; provided, however,
that if the said premises are situated in any town, village or city in said
county of more than one thousand inhabitants and the repair work to be
done is plumbing work, then it shall not be lawful for any person to per-
form such work unless he has first taken out a plumber's certificate as pro-
vided in the Act of the General Assembly of Maryland, 1910, Chapter
436.*

691. The County Commissioners of Montgomery County are hereby
authorized, empowered and directed to appoint such number not to exceed
20 police officers for Montgomery County at large, as they may deem
necessary for the better protection of persons and property in Montgomery
County, on the first Tuesday of July in the year 1927 for a term of two
years from the date of the appointment, and the County Commissioners
shall, on the first Tuesday of July in every second year thereafter appoint
such police officers, not exceeding 20, for Montgomery County at large, as
they may deem necessary, for a term of two years, said police officers so
appointed to be known as and designated as "Montgomery County Police."

692. The County Commissioners shall designate one of said police
officers so appointed, as chief of the Montgomery County Police at a
salary not to exceed the sum of three thousand ($3,000.00) dollars per
annum, payable in equal monthly installments. And in addition to said
salary the County Commissioners are authorized to allow the said chief of
police the sum of six hundred ($600.00) dollars for maintenance and up-
keep of the automobiles to be used by the chief of police and any expenses
for uniforms, to be worn as the County Commissioners may prescribe for
the said Chief of Police. That the Chief of Police, as aforesaid, shall
have control and supervision over the other members of the force, and
shall assign members of said force at such hours and duties as said chief of
police may think proper, subject, however, at all times to such rules,
orders and regulations as the County Commissioners may from time to
time prescribe or ordain.

693. The County Commissioners of Montgomery County shall desig-
nate three of the said police officers so appointed as sergeants of the
