673. For the purpose of making the improvements provided for in
Section 670 of this subtitle, or for making improvements from time to
time other than maintenance and repairs, the said Citizens' Committee
are hereby authorized and empowered to borrow money at the legal rate
of interest and otherwise contract indebtedness and obligate said Oakmont
sub-division in an initial amount not exceeding $4,000, and in subsequent
amount not exceeding in total in any calendar year two per cent, of the
assessed valuation of the real property within said Oakmont sub-division,
and for these purposes said Oakmont sub-division shall be and hereby is
constituted a corporation and the said Citizens' Committee is empowered
to act for said corporation. And be it further provided, that should there
be default on bonds or other indebtedness incurred by the said Citizens'
Committee of the said Oakmont sub-division for the said sub-division, it
shall be the duty of the Board of County Commissioners of Montgomery
County to levy or have levied special general taxes against the real prop-
erty of said Oakmont sub-division to the extent only that such defaulted
bonds or incurred indebtedness shall be liquidated.

674. The Treasurer of the said Oakmont subdivision and Citizens'
Committee shall deposit all funds coming into his hands as such, in ac-
cordance with the requirements of law, for the deposit of county funds by
the County Treasurer, or in such other bank approved by the Citizens'
Committee of said Oakmont sub-division, provided, that the Treasurer of
said Oakmont sub-division shall not dispose of any of the funds coming-
into his hands as such Treasurer, except upon check duly signed by him
as such Treasurer and countersigned by the Chairman or some member
of the said Citizens' Committee acting as Chairman pro tem in his ab-
sence ; such acting Chairman shall be duly authorized to act by resolution
of said Committee, which must first be placed upon the minutes of the
Committee to be provided therefor.

675. The regular terms of the Orphans' Court of said county shall be-
held on the second Tuesday of every month of February, April, June,
August, October and December, and the said court shall, if necessary, be-
held on the Tuesday of every week in the year, and oftener if need be, ac-
cording to its own adjournment.

676. Any one of the judges of said court shall have power to hold the-
said court, at a stated time or adjournment, only for the purpose of ad-
journing; any two of them shall have full power to do any act which the
said court is or shall be authorized by law to perform, and any two of
them may hold a court on any day not named in an adjournment, on the
