Act shall be taken to abrogate, alter or impair any provision of any exist-
ing contract between the Washington Suburban Sanitary Commission and
the incorporated towns within the Washington Suburban Sanitary Dis-
trict, or to repeal Section 20 of the Charter of the Town of Takoma Park,
Maryland, as enacted by Chapter 542 of the Acts of the General Assembly
of Maryland of 1922.

614. If any clause, sentence, part or parts of this Act, or of any Sec-
tion thereof shall be held unconstitutional, such unconstitutionality shall
not affect the validity of the remaining parts of this Act or of any Section
thereof. The Legislature hereby declares that it would have passed the
remaining parts of this Act or any Section thereof, if it had known such
clause, sentence, part or parts or any Section thereof should be declared
unconstitutional.

615. Except as otherwise provided herein, all Acts and parts of Acts,
laws and parts of laws, ordinances and parts of ordinances, inconsistent
herewith or contrary hereto, are hereby repealed to the extent of such
inconsistency.

616. In order to safeguard and protect the health, safety, welfare and
morals of the inhabitants of the Maryland-Washington Metropolitan Dis-
trict as the-same was created and limited by Chapter 448 of the Acts of
the General Assembly of Maryland, Session of 1927, the County Com-
missioners of Montgomery County are hereby authorized and empowered
to regulate, inspect, license and limit as to location, hog pens, dog ken-
nels, slaughter houses and cow yards within the limits of said District.

617. In order to carry out the provisions of this Act, the said County
Commissioners are authorized and empowered to make, pass and promul-
gate rules, regulations, and ordinances, concerning- any of the subjects of
this Act, provided that such rules, regulations and ordinances shall con-
tain proper standards for the exercise of the discretion conferred herein,
shall operate uniformly and that before any such rule, regulation or ordi-
nance shall be enforced, advertisement thereof shall be made by publica-
tion in some newspaper published in Montgomery County, once a week for
two successive weeks; and said County Commissioners are further author-
ized and empowered to provide in such rules, regulations or ordinances
that any person violating the provisions thereof shall, upon conviction, be
deemed guilty of a misdemeanor, and to prescribe reasonable and proper
penalties for such violations.
