3474 ARTICLE 16.

their successors shall be elected and qualified. They shall receive no pay
for their services.

550. The three commissioners shall, at their first meeting after an
election, elect one of their number to be president of the board, and all
vacancies in the board of commissioners shall be filled by an election held
after ten days' notice given by the remaining commissioners.

551. They shall meet in said town on or before the first Monday in
June next succeeding their election, and from time to time as occasion

555. The commissioners and all other officers of the corporation shall,
before they enter upon the duties of their offices, make oath that they will
diligently and faithfully, to the best of their skill and judgment, perform
the duties of their office and shall file a certificate thereof, signed by the
officers before whom said oath was made, among the records of the cor-
poration.

556. The commissioners shall receive all returns of election and deter-
mine all questions arising thereon; but any citizen of said town interested
in such determination shall have the right to appeal therefrom to the
Circuit Court for Montgomery County, and the decision of said court
