Mayor and Councilmen must continue to reside in said Town during
their terms of office and they shall receive no compensation for their
services.

512. The Mayor shall preside at meetings and shall call such meet-
ings from time to time as he may deem necessary, but in the event of the
absence of the Mayor from any meeting the members of the Council
present shall elect one of their own number to preside during his absence,
and who shall, for the time being, be clothed with all the powers and
authority of said Mayor. The council shall pass rules and by-laws for
their own government while in session. All vacancies in the council caused
by absence from its sessions for more than three consecutive months with-
out satisfactory excuse, or otherwise, shall be filled by an election held after
ten days' notice given by the remaining members of the same.

513. The Council shall meet in some convenient place in said town
on or before the first Monday of July next succeeding their election and
as often thereafter as may be necessary in the discharge of the duties of
their office; not less, however, than once in every month. A majority of
the Council shall constitute a quorum for the transaction of business.

514. They shall, annually, on or before the first Monday in May,
appoint three judges of election, who shall appoint a clerk, and the said
Judges shall conduct an election by ballot, in accordance with the provi-
sions of Section 511 of this subtitle; the polls to be opened at 6 o'clock
P. M., and closed at 9 o'clock P. M., and the judges and clerk shall make
their returns to the Council, but said judges and clerk shall receive no
compensation for their services. Not more than two of said judges shall
be of the same political party.

515. The Mayor shall appoint one person to be the Town Marshal, and
such other persons to be deputy marshals as the Council may allow, one
to be Health Officer, one to be Clerk and Treasurer, to hold office until
their successors are appointed and qualified, and the Council shall fix the
compensation of each said officers and all subordinates under them, and
shall prescribe their duties, except as herein provided. The Town Mar-
shal shall be held responsible under the Mayor for the enforcement of all
ordinances of the town relating to the public safety and order and shall
perform such other duties as the Council may prescribe. The Health
Officer shall have power to appoint, with the approval of the Mayor, such
assistants and officers under him as the Council may allow, and shall be
held responsible under the Mayor for the enforcement of all ordinances
of the town relating to the public health and sanitary condition of the
