485. The County Commissioners of Montgomery County shall annu-
ally levy such sum of money as they may deem sufficient to pay the ex-
penses which may be incurred the then succeeding year by the attendance
of jurors, State's witnesses, criers and bailiffs of the Circuit Court.

486. It shall be the duty of the clerk to the county commissioners to
pay the certificate of attendance of such jurors, State's witnesses, criers
and bailiffs of the Circuit Court when presented to him for payment, and
upon his failure to pay any such certificate when so presented by the per-
son to whom the same was issued, said clerk to the county commissioners
shall forfeit and pay to every such person for every such failure, the sum
of five dollars ($5.00) to be recovered by said party in his own name as
other small debts are recovered before a justice of the peace, together with
the costs of suit.

487. A certificate signed by the Clerk of the Circuit Court, and express-
ing the number of days any juror", State's witness, crier or bailiff may
have attended, and the sum due him for such attendance, shall be suffi-
cient authority to the clerk of the county commissioners to pay the amount
specified therein.

488. There shall be the following number of justices of the peace and
constables for Montgomery county; for the first election district, four jus-
tices of the peace, one of whom shall reside at Laytonsville, and three
constables; for the second election district, three justices of the peace,
one of whom shall reside in Clarksburg and one in Hyattstown, and two
constables; for the third election district, three justices of the peace, one
of whom shall reside in Poolesville, and two constables; for the fourth
election district, three justices of the peace, one of -whom shall reside in
Rockville, and three constables, one of whom shall reside in Rockville;
for the fifth election district, four justices of the peace and two constables;
for the sixth election district, two justices of the peace and two constables;
for the seventh election district, four justices of the peace, one of whom
shall be appointed from and reside in the settlement known as Chevy
Chase, and two constables; for the eighth election district, three justices
of the peace and two constables; for the ninth election district, three jus-
tices of the peace, one of whom shall reside in Gaithersburg, and two con-
