fifty ($50) dollars in any case, as to them may appear right, and in de-
fault of the payment of any fine imposed, they may provide for the im-
prisonment of the offenders for a period not exceeding thirty (30) days,
or until the fine is paid; or either fine or imprisonment in the County Jail,
or both, provided that the fine in no case shall exceed fifty ($50) dollars,
nor imprisonment be for a longer period than thirty (30) days; provided,
that no ordinance shall be adopted except by yea and nay vote, and the
names of the members of the Council voting for or against the same shall
be entered in the minutes; the Mayor and Council shall have power in
their discretion to appropriate money to aid in promoting the efficiency
of the public schools located within the limits of the town.

360. It shall be unlawful to provide a place for betting or gambling
purposes, or to bet, wager or gamble in any manner or by any means, or
to make or sell pools within the corporate limits of the Town of Gaithers-
burg, Maryland, on the result of any race of any kind. The Council shall
also have the power to license, regulate or prohibit any place of public
amusement, or recreation, pleasure parks, picnic grounds, club houses,
theatrical exhibitions, baseball grounds, bowling alleys, billiard or pool
rooms, camp-meeting grounds or public assembly of any kind. The said
Mayor and Council shall also have the power by ordinance to provide for
the punishment of any person, persons or corporation who shall violate any
of the provisions of this Section by a fine not to exceed fifty ($50.00) dol-
lars in any one case, or imprisonment in the County Jail for a period not
exceeding thirty (30) days or both.

361. To carry out the provisions of this Act and for the purpose of
establishing, opening, widening, extending, repairing or improving any
street, sidewalk, alley or public highway, or any part or parts thereof, or
other necessary purposes, the said Mayor and Council are hereby given
power and authority to borrow money, from time to time as may be needed,
on the credit of the town, not in excess of a total of two per centum (2%)
of the assessed valuation of real property, within the corporate limits of
the Town of Gaithersburg, for town taxes, and to issue certificates of in-
debtedness as evidence thereof. All sums so borrowed shall be kept in a
separate account to be known as "The Street Improvement Account," or
such other account or accounts as are designated from time to time by
the Mayor and Council according to the improvement or improvements
for which the money is borrowed, and shall be borrowed for no longer
period than twenty (20) years and not less than one-twentieth (1/20)
part of said indebtedness, and interest, shall be paid each and every year
until said debt is paid. And the said Mayor and Council is authorized
and empowered to provide for the levy and collections of all taxes neces-
sary for the payment of the interest and principal of any such indebted-
ness.
