346. Every citizen of Gaithersburg who has resided within the corpo-
rate limits of the said town for three consecutive months next preced-
ing any town election, and who reaches the age of twenty-one years, on or
before the date of any town election, or any non-resident taxpayer above
the age of twenty-one years charged on the tax books of the town for
taxes on real estate, shall be a duly qualified voter of the town and every
duly qualified voter who is duly registered in accordance with the provi-
sions of this Act, shall be entitled to vote at any and all town elections.
It shall be the duty of the Mayor on or before the first Monday in
March of each year, in which there is an election as required by Section
345, to appoint three residents and qualified voters of the town of Gaithers-
burg as Registrars of voters in the said town. The Registrars so appointed
shall qualify within five days after their appointment and shall, before
entering upon the discharge of their duties, make oath in due form of
law before some Justice of the Peace of Montgomery County that they,
severally, will fairly, faithfully and honestly perform their duties as such
Registrars. And, on the failure of any such Registrar to serve or qualify,
the Mayor shall appoint some other person duly qualified as substitute,
who, after having taken the oath aforesaid, shall hold the office for the
unexpired term.

347. It shall be the duty of the Mayor and Council of Gaithersburg
to furnish the Registrars with a suitable book in which to register voters
according to the provisions of this Act and to appoint and supply a place
where said Registrars shall sit in the discharge of their duties.
The Registrars shall give at least two weeks' notice in one or more
papers having a general circulation in the Town of Gaithersburg, of the
time, as hereinafter specified, and place of the sitting of the Registrars
for the purpose of registration.
There shall be a registration of the qualified voters of Gaithersburg on
the last Monday in March and on the first Monday in April of each year,
in which there is an election as required by Section 345, at which times the
said Registrars shall sit for the performance of their duties or, for the con-
venience of the citizens of the said Town of Gaithersburg the Mayor may
appoint another day or other days for such sitting of Registrars.
The said Registrars shall, at their sittings:
(1) Record upon the registration books the names of all persons, who
personally appear before them and make application for registration, who
are qualified voters of the said Town under the provisions of this Act and
whose names are not recorded in said book, together with such informa-
tion as the Mayor and Council of Gaithersburg may from time to time
by ordinance require to be recorded; and
(2) Strike from the said books the names of all deceased persons, and
of all persons who shall have removed from the corporate limits of the
said town and remained absent for a period of six consecutive months
