3372 ARTICLE 16.

quiring his officers to make monthly canvasses of the dogs in the County,
to kill all unlicensed dogs and to arrest and prosecute any person or per-
sons violating any provision of this Act; and provided further that if any
dog, killed by any member of the Montgomery County Police, shall "not
at the time he is so killed, be wearing the tag provided in this Act, unless
said dog is owned and cared for by a person having a kennel license, the-
officer shall not be liable to the owner in damages or otherwise for the
destruction of said dog; but that for enforcing the provisions of this Act
no officer or other person, shall be allowed any informer's fee or any other
compensation whatsoever.*

290. Any person having in his custody or possession any stray dog
shall report the fact of such custody or possession to the county police;
failure so to report within 15 days after the commencement of such cus-
tody or possession shall constitute a misdemeanor and any person upon
conviction thereof shall be fined not less than five dollars ($5.00) nor more-
than twenty-five dollars ($25.00).

DRUMMOND.

1916, ch. 22, sec. 1.

291. For the purposes of this Act the Village of Drummond, Mont-
gomery County, Maryland, as hereinafter described, shall constitute a
special tax area or district and shall be deemed and taken to comprise cer-
tain parcels of land, namely: The subdivision in said Montgomery County
called "Drummond" as per plat No. 48, recorded in Plat Book No. 1,
one of the land records for said Montgomery County, and the adjoining
subdivision called "First Addition to Drummond" as per plat 89, recorded
in said Plat Book No. 1.

1916, ch. 22, sec. 2.

292. The Board of County Commissioners of Montgomery County are
hereby authorized, empowered and directed to levy and cause to be col-
lected from the property owners at the time of the county tax levy for the
year commencing July 1, 1916, and ending June 30, 1917, and each suc-
ceeding year, within the said village, known as Drummond, as named
and created by this Act, thirty-five cents on each one hundred (100) dol-
lars of the assessable value of the real and personal property in said
village, to be collected as all other county taxes in said county are collected;
to be paid over by said Board of County Commissioners to the Treasurer
of the Committee herein authorized to be created, or his successors selected
by the majority of the members of said committee, upon said Treasurer
having been duly selected by a majority of said committee, and giving
bond to said Board of County Commissioners to be approved by the Judge
of the Circuit Court for Montgomery County, in a penal sum to be fixed
