and any person whose nomination shall be so certified shall be placed on
the ballot at the ensuing general election as a candidate for the office of
County Commissioner of Montgomery County. At the next ensuing Gen-
eral Election in which County Commisioners are to be elected and every
four years thereafter, the Board of Supervisors of Elections shall place
on the general ticket to be voted for by the qualified voters of Montgomery
County, the names of all persons so nominated for the office of County
Commissioner of Montgomery County and the seven persons in the re-
spective Commissioner Districts receiving the highest number of votes shall
be returned and constitute the Board of County Commissioners.

197. Montgomery County is hereby divided into seven Districts to be
known as "Commissioner Districts", said Districts to be as follows:
The first and eighth Election Districts of Montgomery County shall con-
stitute and be "Commissioner District No. 1" of said County. The second
and twelfth Election Districts of Montgomery County shall constitute and
be "Commissioner District No. 2" of said County. The third and eleventh
Election Districts of said County shall constitute and be "Commissioner
District No. 3." The fourth and tenth Election Districts of said County
shall constitute and be "Commissioner District No. 4." The fifth and
thirteenth Election Districts of said County shall constitute and be "Com-
missioner District No. 5." The sixth and ninth Election Districts of said
County shall constitute and be "Commissioner District No. 6." The
seventh Election District of said County shall constitute and be "Com-
missioner District No. Y." Seven persons who shall be residents, voters
and taxpayers of Montgomery County and seven persons so elected shall
compose and constitute the Board of County Commissioners for Montgom-
ery County. In the event of a vacancy caused by death, resignation or
otherwise, the person appointed to serve as successor shall be a registered
voter, resident and taxpayer of Montgomery County.*

198. They shall appoint a clerk, and for his services as such he shall
receive a salary to be determined by the County Commissioners not to
exceed the sum of $2,000.00, and the further sum of $1,000.00 per an-
num for his services in connection with his duties appertaining to the
special taxing areas, Alms House, and the several special funds, levies and
records appertaining to same, payable monthly, and no other compensa-
tion or commission. Before entering upon the duties of his office he shall
execute a bond to the State of Maryland, to be approved by the County
Commissioners, in the penalty of ten thousand dollars, conditioned for the
true and faithful performance of the duties of his office, said bond to be
