3318 ARTICLE 16.

4 in accordance with the plan and method hereinbefore provided and to
make all necessary, contracts therefor in the manner and subject to the con-
ditions provided in Section 114 hereof.

(f) And provided further, that the provisions of this section relating
to the levy of special assessments shall not apply to the maintenance of and
repairs to roads, streets, lanes, sidewalks, curbs, crossings and gutters as
distinguished from the building, rebuilding, constructing and reconstruct-
ing thereof as hereinbefore authorized nor to deprive the Committee of
the power conferred in Section 111 hereof, to maintain and repair roads,
streets, lanes, sidewalks, curbs and gutters, and to pay therefor from the
proceeds of general taxes without the formalities prescribed in this section
for the making of road and street improvements for which special assess-
ments are to be levied.

114. Said Chevy Chase Citizens' Committee of said Section 4 shall
not contract for material or work in a sum exceeding three hundred (300)
dollars without having first advertisd the specifications therefor and invit-
ing bids for the same, reserving the right to reject any and all bids received,
after which the said Committee may purchase such material or make con-
tracts for such work, and shall award such contract to the lowest respon-
sible bidder, provided, however, that if no satisfactory bid shall be received
the Committee may purchase such material or contract for such work in
the open market or have such work done by employed labor, or otherwise,
as it may deem best; and provided further that said Committee may make
contracts after due advertisement for lighting said Section 4 of said village
for periods of five years, but no longer period at a time; and provided
further, that no member of said Citizens' Committee shall furnish any
supplies of any kind or be interested in any contract in any manner with
said Citizens' Committee.

115. The said Citizens' Committee, subject to the approval of the said
Board of County Commissioners, may adopt such regulations with re-
spect to garbage, sanitation, buildings, tearing up of streets, speed regu-
lations, care of property, removal of snow, or ice, or other police or health
regulations, and to provide penalties for the violation thereof, as said Com-
mittee may deem proper which regulations shall be enforced by or through
said Committee.

116. (a) For the purpose of making any road and street improvements
for which assessments have been ordered under the authority conferred in
Section 113 of this subtitle and for making other improvements, includ-
ing fire potection and equipment and exclusive of maintenance and repairs,
the said Citizens' Committee of Section 4, Chevy Chase, Maryland, is
hereby authorized and empowered with the approval of the Board of
