MONTGOMERY COUNTY. 3305

County Commissioners and after due publication thereof, shall have power
to assess the cost of said grading, paving, macadamizing, or improving
against the property abutting on said street, road or lane or sidewalk in
proportion to the frontage of said abutting property on the same. Said
Citizens' Committee, subject to the approval of said Board of County
Commissioners is also further empowered, and after due public notice
thereof, to acquire by purchase, condemnation, or otherwise, according to
law, property for sewerage disposal purposes of said village, and to assess
the cost of such property as it may so acquire for sewerage disposal pur-
poses, and the cost of the construction of sewers and sewerage system, but
not the maintenance thereof, against the real estate using the same, or
benefiting thereby, in proportion to the frontage of said real estate abutting
on a street or streets, road or roads, lane or lanes, containing the said
sewerage system or any part thereof. All property acquired by said Citi-
zens' Committee under this Section shall be held for the benefit of the
citizens of said part of the Village of Chevy Chase. Any tax so assessed,
as above provided in this Section, shall be payable to the County Treas-
urer as follows: In four equal semi-annual installments, the first install-
ment thereof to become due and payable with* six months after the levy
of said special taxes as above provided, and each of the other said install-
ments within six months after the preceding one shall have become due;
each installment of said tax shall become a lien against said abutting prop-
erty, and shall bear interest from the date of levy thereof at the rate of
six per cent, per annum until paid; or the same may be paid in full,
without interest, during the first installment period; and if any of said
installments thereof be not paid within thirty days after same shall have
become due, the entire amount of said tax assessed to the person or persons
or corporation in default, with interest, shall thereupon become due and
payable, and may be collected in the same manner provided by this Act
for the collection of other unpaid taxes. And all moneys so received by
said County Treasurer shall upon order of the said Board of County
Commissioners be paid over to the said Treasurer of the said Village of
Chevy Chase, and said Chevy Chase Citizens' Committee shall become
charged with the duty to grade, pave, macadamize, or otherwise improve
said streets, roads, or lanes or sidewalks within said village, or have such
sewerage constructed, as the case may be; provided, that before any con-
tract for work shall be entered into, or any obligation with respect thereto
incurred, notice shall be given to the owners and others of record inter-
ested in said abutting property and an opportunity to be heard, such
hearing to be had before said Chevy Chase Citizens' Committee, who shall
decide the matters properly before them. Any party affected by the final
decision of said Citizens' Committee made after such hearing shall have
the right to appeal therefrom within ten days to the Circuit Court of
Montgomery County; and provided, further, that upon the petition of two-
thirds of the resident property owners residing upon any streets, roads, or
