48. The commissioners shall every two years, on or before the first
Monday in April, appoint three judges of election, who shall conduct the
election according to the election laws of this State, except that the polls
shall be opened at two o'clock P. M. and closed at six o'clock P. M.; and
the judges and clerk shall make their returns to the commissioners, but
shall receive no compensation for their services; if either of the judges
should be absent on the day appointed for said election, the vacancy or
vacancies shall be filled by the judge or judges present.

49. The commissioners shall annually appoint a clerk who shall keep
the minutes of their proceedings in a well-bound book which shall be open
to the inspection of all persons interested therein, and shall perform such
other duties as the commissioners shall assign him to.

50. The commissioners shall also appoint a bailiff and such number of
under bailiffs as they may deem necessary.

51. The commissioners shall allow the clerk, chief bailiff and under
bailiffs such compensation as they may think proper.

52. The commissioners and all other officers of the corporation shall
before they enter upon the duties of their offices make oath that they will
diligently and faithfully, without prejudice, partiality or favor, perform
the duties of their respective offices, and shall file a certificate thereof
signed by the justice of the peace or other officer before whom said oath
was taken among the records of the corporation.

53. The clerk and the chief bailiff shall give bond to the commissioners
in such penalties and with such sureties as said commissioners may re-
quire, conditioned for the faithful performance of the duties of their re-
spective offices.

54. The commissioners shall receive all returns of election and deter-
mine all questions arising thereon; but any person feeling himself ag-
grieved by such decisions may appeal therefrom to the Circuit Court for
Montgomery County, which Court shall hear and determine such appeal
and decide who shall pay the costs thereof.
