3196 ARTICLE 15.

155. In case of a vacancy by death, resignation, refusal to serve, or
neglect to qualify, or give bond, or by disqualification, or removal from
the county, the Governor shall appoint a person to be county treasurer for
the remainder of the official term; all books, papers, and documents be-
longing to the office of the treasurer are the property of Kent county, and
at all times subject to examination by said County Commissioners, or any
of them.*

156. The County Treasurer of Kent County shall, from time to time,
deposit and keep in equal proportions in the Second National Bank, the
Kent County Savings Bank and the Chestertown Bank of Maryland, all
at Chestertown, all the money received by him in his official capacity, or
remaining on hand and undisturbed, so that the liability therefor shall at
all times be equally distributed among said banks.+

157. There shall be appointed annually on the first Tuesday in May,
in each year, by the County Commissioners of Kent county, a suitable
and competent person as janitor++; of the court house buildings and grounds,
whose duty shall be to keep the rooms well cleaned, and the grounds and
closets in good order, make all necessary fires, and perform such other
duties pertaining to his office as the County Commissioners may from
time to time direct; the janitor shall receive a salary of one hundred and
fifty dollars per annum, payable quarterly.

158. He shall, as a compensation for such services, be entitled to two
dollars a day, in addition to his fees, for every day he shall attend during
the session of said court, and to such further compensation as the county
commissioners may in their discretion allow for taking care of the public
buildings.

This section apparently superseded by the preceding section.

CRUELTY TO ANIMALS.

159. The provisions of sections 241 to 245, of article 4, of the public
local laws, title "City of Baltimore," relating to "Cruelty to Animals,"
shall apply to Kent county as fully as if repeated in this article.

Secs. 241-245 of Art. 4, were repealed by ch. 496, 1902. Ch. 198, 1890, superseded
said sections. See Annotated Code, Art. 27, secs.69-70, and Falkenham v. State,
73 Md. 465.
