3134 ARTICLE 14.

1904, ch. 256, sec. 26.

329. The style of all ordinances shall be "Be it enacted and ordained
by the Mayor and Common Council of Sykesville," and all suits for viola-
tion of any rules, ordinances, regulations and by-laws shall be instituted
in the name of the Mayor and Common Council of Sykesville against the
offending party or parties.

1904, ch. 256, sec. 27.

330. All elections hereunder after the first election herein provided
for shall be held at such places as the Mayor and Common Council of
Sykesville shall designate, after at least ten days' public notice of the
same given by them, and three judges thereof shall be designated and ap-
pointed by them ten days prior thereto, who shall appoint one clerk,
all of whom shall serve without pay; and at said election the polls shall be
kept open from two o'clock P. M. to six o'clock P. M., when they shall be
closed, and the ballots publicly counted, and the said judges shall, within
two days after the election, make a true and correct return of the same
under their hands, to be addressed and transmitted to the Mayor, who shall
convene the Common Council on the second Monday in May after each
election to receive the returns of the same.

1904, ch. 256, sec. 28.

331. At such meeting the Mayor and Common Council shall receive
the returns and determine all questions arising thereon, and certificates of
election shall forthwith be issued by the clerk to the persons appearing to
be elected as Mayor and Councilmen by having received the highest
number of votes, and the said certificate shall be recorded among the
proceedings; and if at any election it shall appear from the returns of
the judges of election that there has been no election of any two or more
persons voted for as Mayor or Common Council by reason of a tie vote,
disqualification or any other cause, a new election shall be immediately
proclaimed by the Mayor to fill the vacancy, which election shall be held,
on ten days' notice, and in all respects as aforesaid provided for the regu-
lar elections.

WATER AND SEWERS.

1922, ch. 469, sec. 1.

332. The Mayor and Council of Sykesville are hereby authorized,
empowered and directed to design and construct water supply and sewer-
age systems for the town of Sykesville, including wells, intakes, purification
works, reservoirs, pumping stations, elevated tanks, distribution mains,
lateral and main sewers, disposal plants, and all required appurtenances,
as the Mayor and Council may deem necessary; to maintain and oper-
ate the said systems; to purchase whatever property, rights-of-way, water
rights or other facilities that may be required; to purchase water for the
said water supply system of Sykesville from the Board of Managers of
the Springfield State Hospital for the Insane; to make a connection to
