APPROPRIATIONS.
1922, ch. 96, sec. 95.
95. During the month of April in each and every year the said Mayor
and City Council of Cumberland shall make appropriations for each and
every department of the city government and shall also provide an appro-
priation of not more than $10,000.00 to be known as the Contingent
Fund, and said appropriations when so made shall not be changed, nor
shall any of said appropriations be overdrawn by any department before
January 1st of the succeeding year.
1922, ch. 96, sec. 96.
96. It shall be the duty of the City Auditor to advise the said Mayor
and City Council when any appropriation is about to be overdrawn or is
overdrawn prior to January 1st of each year, and at the first meeting of
said Mayor and City Council held after January 1st of each year it shall
be the duty of the said City Auditor to file with the said Mayor and City
Council a report showing the amounts of said appropriations still unex-
pended in each department, and upon receipt of said report the said
Mayor and City Council may from time to time by majority vote, appro-
priate money from the Contingent Fund to such departments as they
deem in need of additional appropriations, and they may also from time
to time, after the receipt of said report by a vote of at least four members
of said Council, transfer money from one department to another; pro-
vided, that the said Mayor and City Council shall at all times have au-
thority to transfer money from the Contingent Fund or any department to
the Water Department.
CONTRACTS.
1922, ch. 96, sec. 97.
97. All supplies and equipment needed at any time by the several
departments of the city may be purchased on an order passed by the said
Mayor and City Council, provided the cost of the supplies or equipment
covered by any one order shall not exceed $500.00.
1922, ch. 90, sec. 98.
98. When the cost of the supplies or equipment exceeds $500.00 the
City Clerk shall advertise for one week in two papers of opposite political
faith published in said city for bids to furnish said supplies or equipment;
said bids shall be opened by the City Clerk in the presence of the said
City Council, and the said City Council shall accept the lowest responsible
bid which shall be considered reasonable by said City Council.

99. It shall be lawful for banks and bankers in the City of Cumberland
