dollars per diem for his services; the Clerk of the Circuit Court for
Howard County shall receive one dollar for issuing said proclamation,
which expenses and all other expenses attending any such election shall
be paid by the corporation of Ellicott City.

134. If, at any election, there shall be a tie between any persons voted
for, a special election shall be held within six weeks after such election,
for the purpose of deciding said tie; and such special election shall be
at such time as may be designated by the President of the Commissioners
of Ellicott City, and conducted in such manner as is herein provided for
elections as heretofore mentioned in this Act. In case there should be a
vacancy or vacancies in the Board of Commissioners of Ellicott City,
caused by death or otherwise, the remaining members of said Commis-
sioners shall fill said vacancy or vacancies.

135. There shall be an entire new registration of voters for said City
every twelve years, accounting from the second Tuesday of March, 1918,
in the manner hereinbefore provided.
1914, ch. 836, sec. 63.
136. The Commissioners of Ellicott City shall be the judges of the
qualifications of their own members; and, at their first meeting, after
being elected, they shall elect, from amongst their number, one member
who shall be known as the President of the Commissioners of Ellicott
City. This President, so chosen, shall preside at all meetings, and shall
have the right to cast a vote on the questions arising before said Com-
missioners.

137. The Commissioners of Ellicott City shall meet in Ellicott City
on the second Monday of each month, at such time and place as shall be
fixed by the President of said Commissioners, and at such other times as
the President may designate.

138. Two (2) members of the Commissioners of Ellicott City shall
constitute a quorum for the transaction of business, and the Commission-
ers shall pass all needful rules and by-laws for their government while
in session.

139. Neglect or non-user shall not work a forfeiture of the charter of
said city.
