63. The several collectors of State and county taxes in Howard county
shall, on the first Tuesday of January and July in each year, account
for, under oath, and pay over to the county commissioners of said county
the entire amount of county taxes then collected by them, and at the same
time render to said county commissioners an alphabetical list of all per-
sons who may have paid the same, and the amounts paid by each, respec-
tively, until the whole amount of county taxes placed in their hands for
collection are duly collected and paid.

64. In case any collector shall fail to account and pay over to said
county commissioners the county taxes collected by him, as required by
the preceding section, he may be removed by said county commissioners,
and they may appoint some other person to complete his collections, who
shall give bond as now required by law on the appointment of collectors
of State and county taxes in said county.

65. The taxpayers of Howard county shall be entitled to the deduc-
tion for prompt payment of State taxes now allowed by law, and the fol-
lowing deduction of county taxes: six per cent, on payments made on or
before the first day of September, and three per cent, on payments made
on or before the first day of October in the year for which the taxes are
collected; and the collectors shall receive credit from the county commis-
sioners for all such deductions shown to have been actually made by them.

66. The County Commissioners of Howard county shall at their first
legular meeting, held in the month of May in each year, annually ap-
point some suitable person who shall be a resident of said county, clerk
to their board, who, before entering upon the duties of his said office,
shall make oath in due form of law, before the clerk of the Circuit Court
for said county, to well and faithfully perform the duties of clerk to the
County Commissioners of Howard county, and shall also execute and de-
liver to said County Commissioners a good and sufficient bond with such
suretv or sureties as may be approved by them, in the penalty of five
thousand ($5,000) dollars, conditioned for the faithful performance of
his duties as clerk to the said County Commissioners, which said bond
shall be recorded in the office of the clerk of the Circuit Court for said
county, and a copy thereof duly certified by said clerk, shall be evidence in
any court in this State; and should said clerk fail to execute such bond
as aforesaid, within thirty days after he shall have been appointed, or
should said office at any time become vacant by reason of death, resigna-
tion or otherwise, the said County Commissioners shall, within fifteen
days thereafter, proceed to fill the same by the appointment of some such
