384. The Mayor and City Council of Havre de Grace, Maryland, are
hereby authorized and directed in their discretion to contribute for the
maintenance and support of the Havre de Grace Hospital of Harford
County the sum of one thousand dollars ($1,000) annually, or so much
thereof as they may in their judgment think proper.

385. In the event at any time the Mayor and City Council of Havre
de Grace shall acquire ia any manner whatsoever the property and assets
of any person, firm or corporation furnishing electricity, water or other
public necessity and service to the City of Havre de Grace, or its citizens,
or shall decide to inaugurate the furnishing of electricity, water or other
public necessity or service to the City of Havre de Grace, or its citizens,
such property and assets when acquired shall be vested for its control,
supervision and operation in a commission known as the Municipal Utility
Commission.

386. Said Municipal Utility Commission shall consist of three persons
who shall not be less than thirty years of age, and who are citizens and
taxpayers of the City of Havre de Grace, and the said persons, herein-
after called commissioners, shall be appointed by the Mayor of Havre
de Grace, by and with the consent of City Council, and shall receive as
compensation for their services as said commissioners the sum of $100.00
each per annum. One of the first three of said commissioners appointed
shall hold office for two years, one of the first three for four years, and
one of the first three for six years, and as the terms of each of the first
three shall expire, successors shall be appointed by the Mayor of Havre
de Grace, by and with the consent of City Council, for a term of six
years, and thereafter at the expiration of the term of any commissioner
his successor shall be appointed for six years. In the event, however,
of a vacancy occurring in the office of any commissioner through death,
resignation or otherwise, a commissioner shall be appointed by the Mayor
to fill out the remainder of the term of said member who has died, re-
signed or otherwise rendered his office vacant.

387. Said commission shall annually organize by electing a chairman,
secretary and treasurer. The treasurer shall give bond in the sum of
$10.000 to the Mayor and City Council of Havre de Grace for the faithful
performance of his duties as treasurer. The said Commission shall keep
books showing accurately the receipts and expenditures of the Commis-
sion, as well as minutes of its proceedings, and said Commission shall
annually on the first day of February in each year render to the Mayor
and City Council a statement of the receipts and expenditures of said
Commission, together with a report of its activities for the year, as well
