1916, ch. 680, sec. 335.

330. If any owner or tenant of any house or lot, or part of a lot, shall
refuse or neglect to pave or repair the footway in front of the same, ac-
cording to the ordinances of the corporation, the Mayor and City Council
may contract with some person, on reasonable terms, to make said foot-
way, or repair the same, and may collect the expense thereof, with costs,
by distress on such property.

331. They shall have the power to pass ordinances limiting the time or
preventing the standing of cars across the streets of said City, to the
inconvenience or delay of public travel on the thoroughfares of said City;
and they shall also have power to pass ordinances to prevent the deposit
of garbage and filth in the "Deep Cut" through Saint Clare street, and
shall pass such ordinances as will compel the Philadelphia, Wilmington
and Baltimore Railroad Company to keep the "Cut" in a cleanly con-
dition; to construct proper, sufficient and safe bridges over the same; to
keep the walls and fences in good repair and safe condition; and they
shall have the power to enforce the ordinances passed to carry out the
provisions of this Section, by fines of not less than five dollars nor more
than one hundred dollars, to be collected before a Justice of the Peace.

332. They shall have power to provide for and take care of any persons
suffering from accident or otherwise, who are unable to take care of them-
selves, and if deemed necessary shall have them sent to the alms house of
said county; and all expenses so incurred shall be repaid to the corpora-
tion by the County Commissioners, who are authorized and required to
levy annually for such amounts, payable to the Mayor and City Council
of Havre de Grace.

333. They shall have the power to enforce the observance of such ordi-
nances as they may pass, by fines of not less than fifty cents nor more
than twenty dollars, unless herein specially provided for; all fines im-
posed by any ordinance may be collected in the name of the Mayor and
City Council of Havre de Grace, before a Justice of the Peace, similar
to the mode of collecting small debts, and the delinquent shall stand com-
mitted to the county jail until the fine is paid, with costs; the Sheriff
shall receive and safely keep in the jail of said county, all persons so
committed for breach or violation of any of the ordinances of said City,
according to the tenor of the commitment, and in the same manner and
under the same regulations as persons committed for the violation of the
laws of this State; and the Bailiff of said City, or his deputies, shall have
power to arrest, without warrant, any persons engaged in violating any
of the ordinances or disturbing the public peace, and confine them in the
lock-up until such time as he can, without unreasonable delay, take them
before some Justice of the Peace for trial; the Mayor and City Council
