2964 ARTICLE 13.

of all the property belonging to the City. He shall as often as he is
called upon to do so, make a statement to the Mayor and City Council of
the financial condition of the City.

He shall make all transfers and abatements on the assessment books
of said City when authorized to do so by the Mayor and City Council.
He shall annually assess all new property or assessable property not before
assessed, and charge the same on the assessment books to the respective
owners.

It shall be the duty of the Clerk to keep correct minutes of the pro-
ceedings of the City Council, and he shall make publication, by adver-
tisement in two newspapers in the city, if so many be published therein,
or by hand-bills, of all ordinances passed for the police regulation of said
City, and such other ordinances as the Mayor and City Council may
direct to be published; he shall enter into a book kept for that purpose all
ordinances passed by the Council, and said book shall be kept open for
the inspection of all parties interested; he shall keep all the accounts of
the Corporation, shall make out the tax list, and perform such other
duties in connection with his office as the Mayor and City Council shall
require, and he shall receive such compensation as the Mayor and City
Council shall by ordinance prescribe.

302. The Mayor and City Council shall have power to pass all such
ordinances, directly or impliedly, authorized by this subtitle and not con-
trary to the Constitution and laws of this State, as they may deem neces-
sary for the good government of the city. They may pass ordinances to
prevent, remove and abate all nuisances and obstructions on or from the
streets, lanes, alleys, drains or water courses, or on or from any lot within
the limits of the city; to remove or cause to be removed any houses or
other buildings that may in their judgment become dangerous; to cause
the streets, lanes and alleys to be paved, graded, drained or sewered; to
cause the sidewalks along the public streets and highways of said city
to be graded, paved, repaired or improved, curbs to be set and gutters laid,
and the Mayor and City Council, in addition to the regular taxes paid,
may assess against the owner of the abutting property one-half of the cost,
of said curbs installed by said city, said abutting owner to pay one-tenth
of the cost of installing one-half of said curb each year for a period of
ten years until said abutting owner shall have paid one-half of the cost of
said curb; to erect and establish houses of correction, hospitals or pest-
houses without or within the city, and to provide for the government of
the same; to establish and regulate a station house or lockup for the
temporary confinement of violators of the laws of the State or of the ordi-
nances of the city; to suppress vagrancy; to protect and preserve the
health of the citizens and the property rights and privileges of the city;
to prevent the storage of explosives or combustible matter in such quan-
tities or places within the city as they may seem* dangerous; to regulate
and provide for licensing of pawnbrokers, peddlers of nostrums, notions,
