receive for his services an annual salary of Fifty Dollars; he shall, by
and with the advice and consent of the City Council, appoint three citi-
zens of known integrity, experience and sound judgment, one of whom
shall be a physician, who, together with the Mayor and City Attorney,
shall constitute the Board of Health, and as such shall have all authority
within the limits of said City, and within one mile thereof, that is now
or may be hereafter vested in the Health Officer of Harford County or in
inspectors of the State Board of Health, or that may be vested in them
by the Charter and ordinances of said City. The members of said Board
shall hold office for two years from the date of their respective appoint-
ments and until the qualification of their successors, and shall receive
such compensation for their services as may be allowed by ordinance.

1916, ch. 680, sec. 301.

294. All ordinances passed by the City Council shall be attested by
the Clerk and approved by the Mayor; if the Mayor shall disapprove any
ordinance passed by the Council, he shall return the same, with his rea-

sons therefor, at their next regular meeting, when, if passed by five-sixths

of all members elected to said Council, over the Mayor's veto, it shall be
an ordinance to all intents and purposes as if it had been approved by the
Mayor; and if the Mayor shall fail to return any ordinance passed by
said Council, at their next regular meeting after it shall have been pre-
sented to him, such ordinance shall be a law in like manner as if he had

signed it; the passage of all ordinances shall be by "yeas and nays," en-
tered on the journal of said Council, and a majority of all members elected
to said body shall be necessary to pass any ordinance.

1916, ch. 680, sec. 302.

295. The City Council shall meet on the first Monday in each month,

so long as may be necessary, and shall provide by ordinance for extra ses-
sions whenever they may deem the public good requires it; they shall
receive for their services at the meetings herein provided for, the sum of
two dollars per day; provided, that the amount so to be paid to each
Councilman shall not exceed the sum of thirty dollars in any one year.

296. All vacancies in the City Council shall be filled without delay,
by special election, the time thereof to be fixed by ordinance; and in case
of a vacancy in the office of Mayor, a new election to fill the said vacancy
for the unexpired term shall be ordered without delay.

297. The Mayor, on conviction in a court of law of wilful neglect of

duty or misbehavior in office, 'shall be removed from office by the Governor
of the State, and a successor shall thereafter be elected as in a case of
