2958 ARTICLE 13.
Elections, except there shall be no party name or designation on said bal-
lot. Said ballots shall be of uniform size and printed upon plain white
opaque paper, in black ink, in clear, legible and uniform type. The
Board of Supervisors shall at least four days prior to the day of election
cause an accurate sample copy of the official ballot to be posted in four
or more public places in said City, said sample copies to be printed on
cardboard, and at least one of said sample copies shall be placed on the
exterior of the building in which the election is to be held. And the said
Board of Supervisors shall publish an accurate copy of the official ballot
in two newspapers of said City if so many be published therein by at
least one insertion in said paper or papers before the day of election. The
said Board shall furnish for said City a number of ballots equal to twice
the number of registered voters in said City, upon a petition of twenty
per cent, of the registered and qualified voters of the City of Havre de
Grace, the Mayor and City Council and the Board of Election Super-
visors shall place upon the ballot to be voted or* in the next election in
said city, the following, with appropriate boxes: "For Party Elections"
"Against Party Elections," and if a majority vote for party elections,
then thereafter the Mayor and City Council by ordinance shall provide
for party registrations, Primaries and General Elections by said voters
in lieu of the existing provisions of said city charter.

285. The said Board of Supervisors shall provide all ballot boxes, vot-
ing booths or compartments, indelible pencils and other necessary furni-
ture and equipment for City elections, of the same number, kind, character
and description as are now or may hereafter be by law required for State
and County elections.

286. At all City elections held under this Act the polls shall be opened
at nine o'clock in the morning and closed at seven o'clock in the evening;
the method of casting and marking the ballots, the powers and duties of
the voters in relation thereto, and the rendering of assistance to physically
disabled voters shall be the same as is now or may hereafter be provided
by law for County and State Elections, except where herein otherwise
specially provided for.

287. As soon as the polls shall have been closed the Judges shall imme-
diately proceed to canvass the votes cast, and in making said canvass their
procedure shall conform to that provided by law for the canvass of votes
at State and County elections. Upon the completion of the canvass, the
Judges shall make out and sign two duplicate copies of a statement or
return of the result of the canvass on blank forms to be furnished by the
Board of Supervisors of Election. Which statement they shall place in
sealed envelopes. On the morning next succeeding the day of election, the
