2904 ARTICLE 13.

rendered as such; provided, that they shall have power to fix and provide
for the payment of such salary or compensation to their own secretary as
they may deem just and reasonable, and to fix the amount of the bonds
to be given by the said treasurer and the tax collector hereinafter men-
tioned, and other officers whom they may, ,in the exercise of their discre-
tion, require to give bond, and to approve of the same; and provided
further, that nothing in this section shall be construed to prevent the same
person from holding the office of secretary, treasurer and collector.

99. All taxes shall be fairly laid, and shall not exceed in any one year
eighty-five cents on every one hundred dollars of taxable property in said
town, and the taxable basis of said town shall be the same as that for
county and State purposes as shown by the tax books of Harford County;
and all property within the corporate limits of said town shall hereafter
be exempt from taxation for public road and bridge purposes outside of
said corporate limits.

100.' The property, real and personal, located within the new lines "of
said town and without the old lines thereof shall pay for municipal pur-
poses until after the levy for 1935 the amount deducted by the County
Commissioners of Harford County for road and bridge taxes under the-
charter of said town and beginning with the levy of 1935 and thereafter
all said property shall pay full town taxes.

101. The Town Commissioners of Bel Air shall in each year, after the
passage of this Act, make a levy for town purposes on or before the 30th
day of June, and shall forthwith place the tax lists in the hands of the
treasurer of said town for collection.

102. Town taxes shall be due as soon as they are levied, and if not paid
on or before the 1st day of September of the current year shall bear
interest from said date at the rate of six per centum per annum on all
taxes paid after the levy, and before the first day of September of the
current year a discount shall be allowed at the rate of one-half per cent,
per month, and bills shall be furnished to any taxpayer upon application
to the treasurer.

103. The Town Commissioners of Bel Air shall, before the 25th day
of March, 1902, and every second year thereafter, before said date, appoint
a treasurer for the town of Bel Air, who shall hold his office for two years
from the first day of April succeeding the date of his appointment, and
until his successor has been duly appointed and qualified as hereinafter
provided, and shall, before he enters upon the discharge of his duties as
