2818 ARTICLE 12.

1896, ch. 450, sec. 32.

373. The Council shall keep and annually publish a tabular statement

of the receipts and expenditures of the funds of the corporation.

1896, ch. 450, sec. 33.

374. The Council shall have power to establish building lines on all
the streets in said town, or which shall hereafter be opened therein, and to

compel all persons hereafter erecting buildings in said town to conform
thereto. That the said council shall have the power to establish the limits
and width of the streets of said town; that the said council shall have
power to provide for the payment for damages and expenses of opening,
widening and laying out, grading, improving and keeping in good condi-
tion the streets, lanes, alleys and sidewalks in the said town, and for that
purpose may levy and assess the property benefited by such improvement
and damages; provided, that the property owners may appeal to the Cir-
cuit Court of Garrett county, in like manner as other similar appeals are
laken.

375. The said Council shall have the power to license and regulate all

coaches, carriages, carts, drays, omnibuses, wagons, automobiles and other
vehicles kept for hire or hired in said town, and shall have the further
power and authority to license and regulate all and any of such vehicles
kept for such purposes at any place in Garrett County, when called or
used in said Loch Lynn Heights to transport a person or persons, goods,

wares or other merchandise to any other place in said Loch Lynn Heights,

or elsewhere, for hire.

1896, ch. 450, sec. 35.

376. The said Council shall have the power to enact ordinances for
the prevention of cruelty to animals, and children, and to fix the penalties
for the violations thereof.

1896, ch. 450, sec. 36.

377. The said Council shall have the power to fix by ordinance the dis-
position of all fines and penalties imposed for the violation of any of the

ordinances of said town.

1896, ch. 450, sec. 37.

378. The said Council shall have the power to establish regulations for
the prevention and extinguishment of fire; to appoint firemen, and ap-
point, organize and equip fire companies and to fix the penalties for vio-
lations of any fire regulations.

379. The said Council shall have power to pass ordinances, requiring
all circus or theatrical performances, shows, plays and public entertain-
ments for which an admission fee is charged to take out a license before
