CITY OF CUMBERLAND

and all other water works, electric light works and fire alarms and prop-
erty, under the direction and orders of the Mayor and City Council, ex-

cept that any of the above duties may by ordinance be intrusted to the
Superintendent of the Evitts Creek Dam. He shall employ such laborers
as may be necessary in said departments. The Superintendent shall per-
form all such other duties as may be prescribed by the Mayor and City
Council by ordinance.

POLICE AND FIRE.

1932, ch. 96, sec. 36.

36. Said Mayor and City Council shall have full power and authority
to establish and maintain a Police Department, to be composed of a Chief
of Police and Assistant Chief of Police, and such number of patrolmen
or policemen as said Mayor and City Council may by ordinance deem
necessary, said officers and members of said Police Department to be
appointed and their duties to be fixed, defined and regulated as herein-
after provided; and shall also have power and authority to establish and
maintain a Fire Department, to procure fire engines and other apparatus
for the extinguishment of fires and provide engine houses for keeping and
preserving the same, and said fire department shall be composed of a
Chief of the Eire Department, and such number of firemen as the said
Mayor and City Council may deem necessary, the officers and members
of said Eire Department to be appointed and their duties to be fixed,
defined and regulated as hereinafter provided.

The three Civil Service Commissioners appointed by the Mayor and
City Council in June, 1916, shall hold office for the periods of time for
which they were appointed as provided for in Chapter 678 of the Acts
of 1916 of the General Assembly of Maryland, and on the first Monday
in April, 1922, and on the first Monday in April biennially thereafter,
the said Mayor and City Council shall appoint one Civil Service Commis-
sioner to serve for a term of six years, so that the said Board of Civil
Service Commissioners shall always consist of three members.

The Chairman of the Commission for each biennial period shall be
the member whose term first expires. No person, while on the said Com-
mission, shall hold or be a candidate for any office of public trust. Two
of said members shall constitute a quorum to transact business. The
Commissioners must be citizens of Maryland and residents of the city
for more than three years next preceding their appointment.

The Council may remove any of the said Commissioners during their
term of office for cause, four Councilmen voting in favor of such removal,
and shall fill any vacancy that may occur in said Commission for the
unexpired term. The City Council shall provide a suitable room in which
the said Civil Service Commission may hold its meetings. The City Clerk
shall act for them and shall keep a record of all their meetings. The
city shall also supply the said Commissioners with all necessary equip-
ment to properly attend to such business.
