2762 ARTICLE 12.

Mayor and Council of Friendsville before any justice of the peace of the
State of Maryland, residing in District No. 2, in Garrett County, as may
be elected police justice for said town by said Mayor and Council and
no other, or small debts, and shall be paid to the Mayor and Council for
the use of said town. And anyone feeling aggrieved by any judgment
rendered by said police justice shall have the right of appeal to the Cir-
cuit Court for Garrett County to the next term of said court, but no
judgment, fine or penalty imposed shall be stayed unless the party taking
the appeal shall file a bond to be approved by the said justice in double
the amount of the fine and costs to the Mayor and Council in Friends-
ville, conditioned upon the successful prosecution of said appeal.

201. From and after the passage of this Act, the provisions of the Act
of 1898, Chapter 77, entitled "An Act to prohibit the sale of spirituous
and fermented liquors and lager beer in Election District No. 2, Gar-
rett County," is hereby repealed so far as the same shall not apply to
that part of election District No. 2 contained within the corporate limits
of the town of Friendsville, in Garrett County, Maryland, hereby incor-
porated, and said part of said Election District No. 2, within said cor-
porate limits is hereby exempted from the operation of the provisions of
said Act of 1898, Chapter 77; and whenever any hotel keeper having
accommodation for fifteen guests in said corporate limits of Friendsville
shall produce to the clerk of the Circuit Court for Garrett County a
receipt for the sum of two hundred and fifty dollars paid to the clerk of
the Mayor and Council of Friendsville for a license to sell spirituous and
fermented liquors in said town, then the clerk of the Circuit Court for
Garrett County shall issue a license to such parties to sell spirituous and
fermented liquors and lager beer in the corporate limits of the said town
of Friendsville, upon the same terms and conditions and for the license
fee or charge as other State licenses are issued for the sale of spirituous
liquors and lager beer, and in case his license so granted by the Mayor
and Council of Friendsville shall be forfeited under the provisions of"
this Act and he shall be convicted as herein provided, then he shall no
longer have any right to sell under his State license.

202. It shall not be lawful for the clerk of the Circuit Court of Garrett.
County to issue licenses to any person, persons, firm or corporation to
sell spirituous or fermented liquors or lager beer after April 30, 1904,
outside the corporate limits of Friendsville within four miles of the public
school at Friendsville, Maryland.

203. Whenever hereafter the freeholders of the town shall desire to
