2758 ARTICLE 12.

product thereof, or any other explosive or combustible material or mate-
rials which may seem to be dangerous; to authorize the removal or con-
finement of such persons having infectious or pestilential diseases; to pass
all ordinances and orders, and to expend such sums of money as may be
necessary within the limitations therein provided for the protection, main-
tenance and preservation of the water supply of the city and the preven-
tion of the pollution thereof; to regulate the selling, weighing or measur-
ing of hay, wood, coal, coke and all other articles sold by weight and
measure, and to provide for their inspection and selling; to make all
regulations which may be deemed expedient for the promotion of health
or suppression of disease; to regulate the construction of chimneys, smoke
stacks, hearths, ovens, and the erection of stoves and stove pipes, boilers
and apparatus used in buildings or other places and cause the same to
be removed or made secure when considered dangerous; to suppress, re-
strain and regulate bawdy houses of ill fame, and to prohibit the youth
of said city from being on the streets, lanes or alleys at unseasonable hours
of the night; to punish and suppress tramps and vagrants by imposing
fines or both fines and imprisonment at hard labor, and to abate by appro-
priate ordinances all nuisances in said town which are so defined at com-
mon law, whether the same are herein specifically named or not; to regu-
late the use of sidewalks and all structures in, under or over the same,
and to require the owner or occupant of premises to keep the sidewalks
in front of same, not to exceed 200 feet, free from snow and other obstruc-
tions and prescribe hours for cleaning same; to regulate and prevent the
throwing or depositing of sweepings, dust, ashes, offal, dirt, garbage,
paper, hand bills, dirty liquors or any other materials into any street,
alley or public place; to regulate and prevent the use of streets, sidewalks
and public places for signs, sign posts, awnings, awning posts, poles, horse
troughs, steps, railroad entrances, racks, posting handbills and advertise-
ments and display of goods, wares and merchandise; to cause the streets,
lanes and alleys to be sidewalked, paved, graded, repaired, repaved, re-
graded, drained, or sewered, or to close streets or parts of streets, lanes
or alleys; to regulate and license the use of coaches, hacks, drays and all
other vehicles for the transportation of passengers, freight or other articles
to or from points within said city for hire or pay; to regulate, license,
tax, restrain or prohibit theatrical and other exhibitions, shows or enter-
tainments, for which money is demanded or received, provided that lec-
tures on scientific, historic, benevolent, artistic, religious or literary sub-
jects and apparatus for the elucidation of the same and specimens of fine
art shall not be deemed to be within the provisions; to regulate the sales
of all kinds of property at auctions in the streets, stores, shops or else-
where in the city; and to license auctioneers and all vendors of property
on the streets or squares, or other public places in the said city; to license,
tax, regulate, suppress and prohibit hawkers and itinerant dealers, ped-
dlers and pawnbrokers, and to revoke such license at pleasure; to license,
tax, regulate and prohibit the keeping or harboring of dogs; to license,
