who shall have under his special charge the enforcement of all police
regulations of said city and general supervision over the Fire Depart-
ment thereof; one Commissioner to be known as the "Commissioner of
Streets and Public Property," who shall have under his special charge
the supervision of streets, sewers, alleys, public grounds and property of
said city and be charged with the duty of keeping the streets, sewers, alleys,
public grounds and property in a clean and sanitary condition, and with
the enforcement of all rules and regulations necessary to these ends, and
who shall also have under his special charge the supervision of all public
improvements except as herein otherwise provided, and shall see that
all contracts therefor are faithfully complied with, and that the conditions
of the grant of any franchise or privilege are faithfully complied with
and performed; one Commissioner to be known as the "Water and Elec-
tric Light Works Commissioner," who shall have under his special charge
the construction, maintenance and operation of water and electric light and
fire alarm systems and departments of said city, and shall see to the
enforcement of all regulations with respect to said systems and depart-
ments; one Commissioner who shall be known as the "Commissioner of
Finance and Revenue," who shall have under his special charge the en-
forcement of all laws for the assessment and collection of taxes of every
kind, and the collection of all revenues belonging to said city from what-
ever source the same may be derived, and who shall also examine into
and keep informed, as to the finances of said city, and who shall be the
Treasurer of said city.

19. The Mayor as President of said City Council shall have the right
to vote, as a member thereof, on all questions which may arise. The said
Mayor and City Council shall have the power to summon and compel the
attendance of witnesses, and the production of books and papers before
them whenever it may be necessary for the more effective discharge of
their duties.

20. The Mayor shall be the executive officer of the city, and it shall
be his duty to see that all the laws and ordinances thereof are duly en-
forced; he shall have general supervision over all the departments of the
city government, and may require at any time full and particular infor-
mation from any Commissioner as to the affairs of his department: but
the Mayor shall have no power to countermand any orders given by a
Commissioner of any department, or in any manner whatsoever to inter-
fere with the authority of any Commissioner in his own department; but
all acts of every kind and description done by any Commissioner in his
department may be modified or annulled by the Mayor and City Council
as a body; and the Mayor and City Council as a body may pass any orders
they may see proper in regard to any department of the city government,
and such orders shall be binding upon the Commissioner of that depart-
