270 ARTICLE 1A.

The cost of said election shall be paid by the County Commissioners
of Allegany County, but shall be refunded to said County by the City of
Cumberland.

The Mayor and each of said Councilmen shall qualify as required by
this Charter and the Constitution of the State within twenty days after
the official announcement of his election or appointment, as the case
may be, and in case of failure to so do, his office shall become vacant.

MAYOR AND COUNCIL.

1922, ch. 96, sec. 12.

12.* The Mayor shall not be less than thirty years of age, and each
of the said four Councilmen shall not be less than twenty-five years of
age at the time of their election; they shall each of them be citizens of
the United States and for five years immediately preceding their election
residents of the City of Cumberland. The Mayor shall be the bona fide
owner of property to the value of not less than one thousand dollars
($1,000.00), and assessed for the same on the tax books of the said city
.at the time of his election and for two years next prior thereto, the taxes
on which shall not be in arrears; each Councilman shall be the bona fide
owner of property to the value of five hundred ($500.00) dollars, and
assessed for the same on the tax books of the said city at the time of
their election and for two years next prior thereto, the taxes on which
shall not be in arrears; and the said Mayor and City Councilmen shall
hold office for a period of two years from the first Monday in April next
succeeding their election and until their successors shall have been duly
elected and qualified.

*Sec. 12 was amended by ch. 552, 1929, subject to referendum in November, 1930,
and if approved will read as follows:

of said city, or in the event that he has resided without said limits but within the
limits of said city as set forth in this Act, then upon the tax books of Allegany
County, the taxes on which shall not be in arrears; each councilman shall be the
bona fide owners of property to the value of five hundred ($500.00) dollars and
assessed for the same on the tax books of the said city at the time of their election,
and for two years next prior thereto. If he has resided within the former limits
of said City, or in the event that he has resided without said limits but within the

County, the taxes on which shall not be in arrears; and the said Mayor and City
