677. The bailiff shall attend the meetings of the Council and perform
such duties as it shall direct; he shall prevent disorderly or irregular
meetings of persons, and he shall enforce all ordinances that may be en-
acted by the Council.

678. The bailiff shall have the same fees for making distresses or
levying executions for taxes as are allowed county collectors; and for mak-
ing arrests or serving process for violation of any ordinance of the corpo-
ration the same fees as are allowed constables for similar service; and
when the bailiff willfully fails to discharge any duty of his office, he may,
in addition to the remedy on his bond, be fined by the burgess in his dis-
cretion not exceeding ten dollars for any one offense, for the payment of
said fine, his bond shall be responsible.

679. All fines and penalties and forfeitures imposed by this subtitle
of this article, or any ordinance of the Council may be collected in the
name of the burgess and Council, before any justice of the peace in the
same manner as small debts are collected, and the delinquent shall stand
committed to the county jail until the same are paid with cost.

680. The commissioners for the county, justices of peace, sheriff, con-
stable and all other county and State officers, shall have, hold and exercise
their offices and jurisdiction in said town.

681. The Council shall have the same powers as are now exercised bv
the State Board of Health of this State, restricted, however, to the limits
of the town.

682. The Council may pass suitable ordinances for the protection of
public buildings, churches, private buildings, shops, trees and fences in
said town, from defacement or injury; and may pass ordinances to pre-
vent trespassing on private property of any individual or corporation
within its corporate limits.

683. The burgess shall see that all ordinances of the corporation are
duly and faithfully executed and shall by virtue of his office have and
exercise all the criminal jurisdiction and powers of a justice of the peace,
except the collection of small debts in civil cases, and shall be entitled to
the same fees as a justice of the peace for similar services.
