619. The Burgess and Council shall elect from their own number, a
secretary, who shall keep a record of the proceedings of the Burgess and
Councilmen, and shall perform such other duties as may be assigned to
him by the Burgess and Council, and they shall allow such secretary such
compensation as they shall deem proper not to exceed three dollars per
annum. They shall also appoint a treasurer, assigned* his duties and
allow him such compensation as they shall deem proper not to exceed six
dollars per annum. The treasurer shall receive and disburse, on the order
of the Burgess, all moneys collected under any of the ordinances of the
corporation, and shall give bond to the Burgess and Council of Myers-
ville, with such security as they shall require, and in such sum as they
shall deem adequate, not less than five hundred dollars. He shall report
annually to the Burgess and Council, and as often as required by them,
the financial condition of the town, with an account of all money received
and expended, with the proper vouchers therefor, which said account shall
at all times be open for the inspection of any voters of the town, and the
same may be published in a county newspaper. The treasurer shall collect
all taxes levied by the Burgess and Council and shall have the same power
to distrain and sell therefor as the collector of county taxes.
The secretary shall enter in a book to be kept by him for that purpose,
all ordinances passed by the Burgess and Council, which ordinances shall
be signed by the Burgess and attested to by the secretary, and which book
shall be kept open at all times for public inspection, and accessible to the
Burgess, and copies of all ordinances signed and attested as aforesaid
shall be put up in the most public places or printed in it newspaper pub-
lished in said town, in order that the same may be generally known

620. The burgess, in virtue of this office, shall have and exercise all the
powers of a justice of the peace, and be entitled to the same fees.

621. The Burgess and Councilmen may enact ordinances for the fol-
lowing purposes, to wit: To open new streets, to close, straighten, widen
and grade streets, to grade, construct, level and repair sidewalks, to con-
struct causeways, to establish building lines and curb lines, to adopt and
provide for an efficient drainage system, to maintain its cleanliness and
preserve the health of the town, to suppress and remove all nuisances and
obstructions, to inspect all stables, pens, factories and other places detri-
mental to health, to regulate and keep in repair all streets, lanes and
alleys, to restrain and prohibt gambling, to provide for licensing theatri-
cals and other public exhibitions or amusements within the town, for the
prevention and extinguishment of fires, and to purchase and keep in
repair and preservation a fire engine and apparatus, and to provide for
the establishment and maintenance of fire and water departments, to
regulate the erection of buildings in said town, to license and tax dogs
within the corporate limits of Myersville, to suppress drunkenness, vice
