sioners, at their first meeting after their election and qualification, shall
select one of their own number as burgess pro tempore, to act as burgess
in the case of the temporary absence or indisposition of the burgess, and
who, while so acting, shall have and exercise all the powers of the burgess
conferred by this subtitle.

532. The said commissioners shall have power to appoint a register,
and assign his duties, and allow him such compensation as they shall deem
proper, and all ordinances passed by said commissioners, and signed by
the burgess, shall be entered by the register in a book to be kept by him
for that purpose, which shall be open at all times for public inspection,
and accessible to the burgess, and copies of all ordinances signed by the
burgess and attested by the register, shall be put up in the most public
places, or printed in any newspaper published in said town, in order that
the same may be generally made known. The register shall receive and
disburse on the order of the burgess, all moneys collected under any of
the ordinances of the corporation, and shall give bond to the burgess and
commissioners of Middletown, with such security as they shall require;
he shall report annually to the commissioners, and as often as required
lay them, the financial condition of the town, with an account of all money
received and expended, with the proper vouchers, which report shall be
published in a newspaper in said town, as the commissioners shall direct.
He shall collect all taxes levied by the burgess and commissioners, and
shall have the same power to distrain and sell therefor as collectors of
county taxes.

533. The burgess, in virtue of his office, shall have and exercise all
the powers of a justice of the peace, and be entitled to the same fee.

534. The commissioners may enact ordinances for the following pur-
poses, to wit: to grade, level and repair sidewalks; to construct cause-
ways ; to regulate and keep in repair streets, lanes and alleys; to restrain
and prohibit gaming; to provide for licensing or restraining theatrical or
other public exhibitions or amusements within the town; for the preven-
tion and extinguishment of fires, and the purchase and keeping in repair
and preservation, a fire engine and apparatus, and to provide for the es-
tablishment and maintenance of fire and water departments; to license or
tax dogs within the corporate limits of Middletown, and regulate the keep-
ing of dogs therein, and to prevent dogs from running at large in the
town; to prevent introduction of contagious diseases; to suppress drunken-
ness, vice and immorality; to punish by fines, breaches of the peace, and
preserve the peace, order and quiet of the town; to assess the property
within said taxable limits, and to levy and collect taxes thereon, necessary
to carry into effect the ordinances of the town.
