324. The inhabitants of said city, and all persons holding property
therein, shall be competent witnesses in all cases arising under this sub-
title of this Article, or the ordinances of said city, if exempt from all
other exceptions than that of interest as inhabitants of the said city, or
members of the said corporation.

325. All citizens of Maryland above the age of twenty-one years, who
shall be citizens of the United States and who shall have resided within
the State of Maryland for twelve months and within Frederick City
for six months next preceding the election, possessing the qualifications
prescribed by Section 341 of this Article, and who shall be first registered
as prescribed in the subsequent sections of this subtitle of this Article,
shall be qualified to vote for a Mayor, a City Register and for Aldermen,
as hereinafter directed, and at all municipal elections held in said city.
All elections shall be by ballot and no person shall be entitled to vote at
any election who is not duly registered as hereinafter required. Women
shall have equal privileges with men in registering, voting and holding
municipal office in the City of Frederick, anything in any section of this
Article to the contrary notwithstanding, and whenever the word "he" is
quoted or any other word denoting the masculine is used, the same shall
also be construed to include the feminine.

326. On the second Tuesday in June, in the year 1922, and on the
same day in every third year thereafter, the voters of Frederick City
qualified as hereinafter prescribed, shall elect the Mayor, the City Regis-
ter,and five Aldermen for the City in the manner following, namely: The
city shall be divided into eight voting precincts, the outlines of which shall
be as follows: The eastern boundary of Precinct No. 1 shall begin at the
intersection of Market and Patrick streets and run in the middle of South
Market street southwardly to the corporate limits; the northern boundary
of Precinct No. 1 shall begin at the intersection of Market and Patrick
streets and proceed westwardly in the middle of West Patrick street until
it reached Jefferson street, and proceeding in the center of Jefferson street
to the corporate limits.
The western boundary of Precinct No. 2 shall begin at the intersection
of Market and Patrick streets and run southwardly through the center of
South Market street to the corporate limits; the northern boundary of
Precinct No. 2 shall begin at the intersection of Market and Patrick
