missioner for each district the whole or portion of such road or whole or
portion of such bridge over which he shall have supervision as aforesaid.
Said road commissioners shall frequently inspect all roads and bridges in
their respective districts, and shall promptly report to the County Com-
missioners any defects therein or the need for repairs and improvements
thereto. They shall keep all roads and bridges in their respective dis-
tricts in general good repair and employ such labor and make such ex-
penditures from time to time in connection therewith as the County Com-
missioners may allow them for such purpose. In addition to such regular
expenditures they may in case of emergency make repairs to the roads
and bridges in their respective districts at a cost not exceeding fifty dol-
lars without receiving in advance special authority from the County Com-
missioners therefor; but except in the case of such allowance for general
repairs and in the case of an emergency as aforesaid they shall make no
expenditures unless express authority from the County Commissioners is
first had and obtained. Said road commissioners shall personally super-
intend and supervise all work done on the county roads and bridges in
their respective districts, including the construction of new roads, and all
work done under contract by the County Commissioners, except in cases
where the County Commissioners shall provide otherwise, and shall have
power to discharge their employees for any cause. They shall perform
all work in their respective districts in accordance with the plans, specifi-
cations, suggestions or directions imposed by the County Commissioners;
also perform such other duties with respect to the public roads and bridges
as the County Commissioners may by their regulations or orders pre-
scribe. Every road commissioner, when presenting for payment any bill
for hire of horses, or carts, or wagons, or other road repairing machinery,
shall append thereto an affidavit that the amounts charged for such hire
of horses, or carts, or wagons, or other road repairing machinery, or for
any material furnished are true and correct. Said road commissioners
shall keep books, showing in detail the expenditures made by them or
under their supervision on each road in their respective districts, includ-
ing the costs of all material used on the roads and the labor expended. On
or before the 31st day of December in each and every year for the year
then ending, said road commissioners shall submit to the County Commis-
sioners a written report showing in detail the condition of the roads in
their respective districts, the improvements that have been made thereon
during the preceding year, and the amounts and kinds of material used on
each road, with a statement of its cost, and the amount and cost of any
material and labor on each road. Each road commissioner shall be paid
two dollars per day for each day he shall actually be engaged in working
and superintending any road or bridge construction or repairs, but his
salary in any year shall not exceed an allowance of two dollars per mile
of the total mileage in his or their respective districts, unless previously
authorized by the County Commissioners.
