the month of May, the general state of the town, with accurate account of
the money received and expended, to be posted up in one conspicuous
place in said town for the information of the citizens, and shall make such
suggestions as in his judgment are proper for the wise and economical
government of the town.

230. They shall, at their first meeting, appoint a town clerk for and
during their term, who shall keep a record of their proceedings in a well
bound book, to be provided by them for that purpose, and to be subject to
the inspection of the inhabitants of said town and all persons interested
therein; the said clerk shall also act as treasurer for said town, and shall
give bond to the Commissioners in the penalty of not less than five hun-
dred dollars, with a surety or sureties to be approved by them, conditioned
for the faithful performance of his duties, and shall perform such other
duties as may be prescribed in the by-laws or ordinances of said town,
and shall receive such compensation for his services as clerk and treasurer
as shall be fixed by the Commissioners; the said clerk and treasurer, be-
fore he begins to act, shall make oath before a justice of the peace that
he will faithfully discharge the duties of his office, and account for all
monies that may come into his hands; and said justice shall return a
certificate of said oath to the Commissioners, to be recorded.

231. At their first meeting, or as scon thereafter as may be conven-
ient, they shall appoint one or more bailiffs, who shall receive such com-
pensation for their services and perform such duties as may be prescribed
by said Commissioners.

232. They shall have authority to remove any clerk, any treasurer or
bailiff, for neglect of duty, incompetency, or any other cause which in
their judgment may seem right, and shall supply any such vacancy for
the balance of the term. They may, in their discretion, direct all male
persons who are qualified electors of said town, between the age of 21
rears and 50 years, to work for one day upon the public streets of said
town, or to pay to the town bailiff the sum of seventy-five cents for the
use of the town. Any person who shall neglect or refuse to promptly pay
the above sum or to work one day on said streets when, directed by the
Commissioners shall be guilty of a misdemeanor, and upon trial and con-
viction shall be fined not less than five dollars.

233. Every bailiff, before he enters upon the duties of his office, shall
take an oath before the President, or in his absence, before some one of
the Commissioners, faithfully and impartially to discharge the duties
of his office, without favor, affection or prejudice.
