authorize a commitment to jail or to the Maryland House of Correction
for more than three years. When for any one fine, imposed under the
provisions of this Charter of Cambridge or under the provisions of any
ordinance of the city, any person is adjudged to stand committed until
said fine and costs are paid, he shall stand committed for not less than
thirty nor more than ninety days, but after ten days' imprisonment, the
party may be discharged, under the warrant of the Commissioners of
Cambridge, signed by three of the said Commissioners, and addressed
to the Sheriff for Dorchester County. Provided, also that any prisoner
who is serving a sentence for a violation of any city ordinance may, in
the discretion of the Commissioners of Cambridge, be required to work
on the streets, lanes, alleys and thoroughfares of Cambridge, under such
directions and supervision as the said the Commissioners of Cambridge
may prescribe. The sheriff shall not receive any fees for going in or out
of any such prisoner for work, nor shall the said sheriff be responsible
for the custody of the said prisoner from the time that he leaves the jail
until he returns.

103. Nothing contained in this charter of Cambridge shall be con-
strued to impose on said town or the inhabitants thereof the obligations
of maintaining and keeping in repair the bridge connecting East and
West Cambridge, and the corporation of Cambridge shall not be under
obligations to do so, but the County Commissioners shall have control
thereof and shall keep the same in proper condition; provided that the
Commissioners of Cambridge shall be entitled to preserve order and
possess police jurisdiction over said bridge, in all respects as in other
parts of said town, and they shall have full authority to pass ordinances
to prevent injury to said bridge and to regulate thereover, and to provide
against, improper driving or riding thereover, and to prevent interference
with the draw, and to said end, to impose penalties for violations of any
ordinance passed by the Commissioners in regard thereto.

104. For the purpose of securing a full and permanent supply of
water, better fire protection for the said town and the inhabitants thereof,
the Commissioners of Cambridge are hereby authorized and empowered,
in their discretion, to enter into a contract with any water company for
the supply of water and fire phigs to said town, with full power as to
terms and details of said contract, except as herein restricted; and may
grant permission to any water company to lav pipes in the beds of the
streets, place fire plugs, construct all such other works in said town of
Cambridge as may be necessary or suitable to carry out the purposes of
such water company, at the expense and liability of said water company
