2198 ARTICLE 10.

STREETS.

1900, ch. 339, sec. 70.

87. The Commissioners of Cambridge shall have full power and au-
thority for laying ont, opening, widening, extending, straightening out and

closing up, in whole or in part, and for grading, regrading, for shelling
and reshelling, for paving and repaving, kerbing and rekerbing, and for

repairing and keeping in good and proper condition and order for travel,
traffic and other uses the streets, lanes, alleys and thoroughfares within
the corporate limits of said town, whenever in their judgment the public
welfare and convenience require any such action on their part. For lay-
ing out, opening, widening, extending, straightening out and permanently

closing up the streets, lanes, alleys or thoroughfares of the town or any of
them, provision must be made by ordinance. The Commissioners shall

also have full power and authority by order, noted on the minute book,
for temporarily closing up or obtsructing wholly or in part any of the
streets, lanes, alleys and thoroughfares of the town whenever, in their

opinion, circumstances call for or justify such action, and if the occasion
for closing up or obstructing any street, lane, alley or thoroughfare is
urgent, the Mayor and one other Commissioner may in writing authorize
the chief bailiff to close up or obstruct the same or to allow the same to be
closed up or obstructed until the decision of the board can be asked. But

such temporary closing up or obstruction shall not be continued longer
than circumstances make necessary.

SIDEWALKS AND GUTTERS.

1900, oh. 339, sec. 71. 1924, ch. 129.

88. The Commissioners shall have the sidewalks and gutters of any
street, lane, public alley or public thoroughfare within the corporate limits
of the City of Cambridge paved or repaved, with such materials and in
such manner as they, in their discretion, may think right and proper.

Whenever they shall deem it expedient, right and requisite that any
such sidewalk or gutter of any such public thoroughfare should be paved,
repaved or repaired wholly or in part, they shall:

Notify the owner or owners of the land and property in front of which
or adjoining which the improvement is to be made, by leaving a written
notice with, or serving it upon, the owner or owners of such property, in
person, and with or upon one owner where there are several owners of
the same piece of property, and the leaving or serving of the notice upon

one of such owners shall be sufficient, to bind all of the owners and the
service of the notice may be done by any official of the city, any notice
shall be in duplicate, one copy to be left, with the owner of the property,
and the other copy with the return, by the officer, endorsed thereon, shall
be returned to and filed with the Clerk of the Commissioners, who shall
safely keep the same as part of the records of his office and of the records

of the Commissioners of Cambridge.
