48. The Commissioners of Cambridge may cause to be made, in any
year, a general registration of the legal voters in each of the several
wards of this city, the qualifications of such voters to be such as are now
prescribed by the Constitution and laws of this State and of this Article,
such registration shall be essential to the right to vote at any election,
held under this Article, or under any of the provisions of any Act of the
General Assembly, submitting any proposition or question to the decision
of the voters of the City of Cambridge. In order to effect such general
registration, the Commissioners of Cambridge, shall, on or before the first
day of May in every year in which a general registration is held appoint
two persons from each ward, of different political faith, to act as officers
of registration in their respective wards, who shall sit on two consecutive
days, viz: the first Tuesday and first Wednesday in May, and also
on the first Wednesday and the first Thursday in July, between the hours
of 9 A. M. and 5 P. M. on the said days for the purpose of enroll-
ing and registering the qualified voters for their respective wards, in
such places as shall be designated by the Commissioners of Cambridge,
and shall receive such compensation, not exceeding three dollars per day,
for such services as the Commissioners of Cambridge shall prescribe,
either by order, passed at the time of appointment or by ordinance. Said
registration shall specify the name, age, color and the residence of the
voters on each street, lane or alley of the own, and for this purpose the
Commissioners of Cambridge shall provide the necessary registration
books, one for each ward, suitable for said purpose. After the registra-
tion is completed, the said books shall be returned by the said officers
of registration to the town clerk, treasurer and collector, who shall safely
keep and preserve them; and in every year after the year 1912, in the
month of June, and on the first Tuesday of said month and the Wednes-
day following the said Tuesday, in the said month, the town clerk, treas-
urer and collector shall sit as an officer of registration, in the Council
Chamber or in some other and convenient place, for the purpose of revis-
ing the registration books of the several wards and for transferring voters
from one ward to the other in case such voters have changed their resi-
dence, and also for the purpose of adding the names of new and qualified
voters to the list of registration, and of striking off from said registry the
names of voters, known to be dead or proved to be dead to his satisfaction,
or who are known to have changed their place of residence by removal
from the town of Cabmridge or by removing from one ward to the other,
or names of persons whose removal as aforesaid is proved to the satisfac-
tion of said officer. In case of any special election, the registry lists, as
revised at the preceding June revision shall be used as evidence of the
right of any person to vote. When sitting as an officer of registration,
the town clerk, treasurer and collector shall have power to administer
an oath to every applicant for registration and to any person, called as
a witness to tell the truth, the whole truth and nothing but the truth, and
any false swearing shall be perjury. The Commissioners of Cambridge
