said shall, at all times, be represented upon said Board. And upon the
expiration of the terms of all members of said Commission, and bi-ennially
thereafter, the Governor of Maryland shall appoint members thereof, hav-
ing due regard for the county representation hereinbefore provided.

116. The members constituting the Commission hereby created shall,
before the 15th day of June, 1922, meet at some convenient place in one
of the counties aforesaid, the time and place of said meeting to be desig-
nated by the President of the University of Maryland, and organize by
the election of one of its members as Chairman of said Commission. Said
Commission shall thereafter elect a secretary and treasurer thereof, who
may or who may not be a member of said Commisison. It shall have full
power to fix the salary of said secretary and treasurer, who shall give bond
for the faithful performance of his duties as such, in the penalty of ten
thousand ($10,000) dollars, to be approved by, and deposited with, said
Commission. The said Commission shall have full power and authority
to appoint such other employees, and fix their compensation, as may be
necessary to fully and effectually carry out the purposes of this Act.
The members constituting said Commission shall serve without compen-
sation. The principal office of said Commission shall be established at
some point within one of the counties aforesaid, to be designated by said
Commission.

117. It shall be the duty of said Commission to advertise the resources
of the counties aforesaid and to encourage immigration therein in co-
operation with the State Board of Agriculture, for which purposes it shall
have full power and authority to make all necessary contracts and regula-
tions for the listing, appraisal, advertising and sale of lands located in
said counties, and to make such other expenditures as said Commission
may deem necessary, within the limits of the amounts appropriated there-
for by the General Assembly in the State Budget; the same to be payable
upon the order of the Commission and on warrants signed by the Chair-
man and Secretary of said Commission.

118. The citizens of the town of Indian Head, in Charles County,
Maryland, are hereby created a body corporate, in the name of the Town
Commissioners of Indian Head, with all the powers and privileges of a
body politic and corporate, and by said corporate name may have per-
petual succession, sue and be sued, plead and be impleaded against in any
court of law or equity in said county, and may have and use a common
seal.
