same in homes therein, by indenture, adoption or otherwise; provided,
that no vagrant, criminal, incorrigible, insane or helplessly crippled or
diseased children shall be so brought; and provided further, that no child
shall be placed in any home until the person so proposing to place such
child in his or her home shall apply to the Orphans' Court for said
county and obfain the written consent of said court so to do. And said
person so applying shall under oath make a full statement of the facts
relating to said child, and of the circumstances of the applicant, to said
court upon its inquiry as to the same; and it shall be the duty of said
court, before granting said consent, to make due inquiry as to said child
and the circumstances and character of the person so applying.

284. The provisions of this Act shall not apply to a relative going
to any other state, or any other part of the State of Maryland, outside
Cecil County aforesaid, and bringing a child into said county for the
purpose of giving same child a home in his or her, or any other family
nor to the placing of children in any institution in said county.

285. Any person who shall violate any of the provisions of this sub-
title shall be guilty of a misdemeanor- and shall, upon conviction thereof,
be fined a sum not exceeding two hundred dollars.*

286. The inhabitants of the town of North East in Cecil County are
a body politic by the name of the President and Commissioners of the
Town of North East and by that name shall have perpetual succession,
may sue and be sued, may purchase, hold and dispose of real, personal
and mixed property for the use, benefit and behoof of said town, and
may have and use a common seal which may be altered at pleasure.

287. Said board shall consist of five persons—a President and four
Commissioners—who shall be citizens of the United States, at least
twenty-five years of age, and bona fide residents of said town for at least
two years next preceding the date of their election, and shall each in his
own right or in the right of his wife own taxable property in the town
assessed at not less than six hundred dollars; and all male citizens of the
United States above twenty-one years of age who shall own property
assessed in the limits of the town and shall have paid their tax; and all
