176. If at the election to be held on the second Monday of April,
eighteen hundred and ninety, it shall appear that less than two of said
officers have been elected, then the Board of Commissioners now in office,
or any three of them, shall proclaim a new election, giving at least five
days' notice thereof; in case of the failure to elect four Commissioners
on the second Monday in April, eighteen hundred and ninety, the division
into classes prescribed in Section 172, shall not take place until after the
vacancies are filled; and should a vacancy arise in any of said offices be-
cause of the death, resignation, refusal to qualify, or otherwise, or the
persons elected to fill them, the said board shall proclaim a new election
to fill the same, giving at least five days' notice thereof.

177. The President and Commissioners so elected may meet and ad-
journ from time to time as they may think proper at which meetings the
President (or in his absence, or in case of a temporary vacancy in the
office of President, such other member of board as it may name) shall
preside, and vote on all questions presented; should there be a vacancy
in the office of President, not temporary, but through death, permanent
disability, resignation or loss of residence, the Commissioners shall select
a new President from among their membership who shall possess all of
the power and authority of his predecessor in office and the said appointed
president shall serve until the next town election, at which time his or
her successor shall be chosen by the voters; should there be a vacancy in
the office of any Commissioner either through death, permanent disability,
resignation, loss of residence or by being made President by the Com-
missioners, the remaining Commissioners may elect a new member or
members to fill the vacancy or vacancies, but such new member or mem-
bers must have all the qualifications heretofore prescribed and such new
member or new members shall hold office only for the unexpired term or
terms of the member or members whose offices become vacant.

178. The President and Commissioners shall, annually, appoint by
ballot a treasurer, who shall not be selected from among their member
ship, whose duty it shall be to receive and receipt for all funds belonging
to the corporation, or to which it shall in any wise be entitled, to collect
and receive all taxes, general or special, paving or other liens, levied upon
the assessed value of all of the property within said town or which may
be in the nature of bills receivable, and to receive all fines and penalties
which may be imposed to the use of the President and Commissioners,
