COUNTY COMMISSIONERS.

126. There shall be three County Commissioners for Cecil County.

127. The County Commissioners of Cecil County shall be elected and
hold office in accordance with the following provisions, viz: The county
shall be divided into three Commissioner Districts, as follows: The First,
Second and Third Election Districts shall constitute the First Commis-
sioner District; the Fourth, Fifth and Ninth Election Districts shall con-
stitute the Second Commissioner District; the Sixth, Seventh and Eighth
Election Districts shall constitute the Third Commissioner District. The
County Commissioner from the First Commissioner District shall be
elected at a general election to be held in the year 1921, whose term of
office shall be two years, which shall be designated the "Short Term"; no
person shall be eligible as a candidate for said County Commissioner un-
less he shall be a resident of said Commissioner District at the time of his
nomination and election. A County Commissioner from the Second Com-
missioner District shall be elected at the general election to be held in the
year 1919, whose term of office shall be four years, which shall be desig-
nated the "long term"; no person shall be eligible as a candidate for said
County Commissioner unless he shall be a resident of said Commissioner
District at the time of his nomination and election. A County Commis-
sioner from the Third Commissioner District shall be elected at the Gen-
eral Election to be held in the year 1919, whose term of office shall be two
years, which shall be designated the "Short Term"; no person shall be
eligible as a candidate for said County Commissioner unless he shall be a
resident of said Commissioner District at the time of his nomination and
election. And all Acts or parts of Acts of the General Assembly of Mary-
land which may in any wise conflict with the provisions of this section are
hereby repealed.

At the Primary and General Elections to be held in the year 1921 and
at every subsequent Primary and General Election to be held for the pur-
pose of nominating and electing County Officers there shall be nominated
and elected two County Commissioners: One for the "Short Term" and
one for the "Long Term"; and the County Commissioner District which
last had the "Short Term" County Commissioner shall have nominated
and elected the "Long Term" County Commissioner, so that there shall
be rotation in office as to the "Short Term" and "Long Term" County
Commissioner in the three County Commissioner Districts; and the per-
son voted for at said elections to hold said office for two years shall be des-
ignated on the ballots cast at said elections by the words "Short Term"
written or printed immediately over the name of the person voted for, and
the person voted for to hold said office for the term of four years shall be
