or the ordinances of the town.

101. They shall have the power to levy and collect taxes in the town,
not less than forty cents and not more than fifty cents on the one hundred
dollars on the assessed property of said town in any one year. They shall
once in every five years or oftener, if they think proper, appoint an as-
sessor who shall under oath value and assess the property in said town
in the same manner and with like authority as county assessors proceed
to assess in the county; provided, that in assessing any of the lands within
the limits of the town which may be occupied and used as farms, or may
be a part or parts of farms, such lands shall be valued and assessed as
lots of five acres of ground with the buildings and improvements thereon,
and shall not be valued and assessed by the number of acres therein. If
any owner of property assessed in the town shall feel aggrieved by the
assessment made by the said assessor, he may apply to the said President
and Commissioners who may make such deduction thereof as to them
may seem just and reasonable.

102. The President and Commissioners may from time to time under
such circumstances and conditions as they may by their ordinances direct,
appoint such officers as they may deem necessary to carry into effect their
ordinances; and as soon as practicable after their election and qualifica-
tion shall annually appoint a town bailiff who shall continue in office until
his successor has been appointed and has qualified, but shall be subject
to removal by said board for neglect of duty, disobedience of its orders
or malfeasance in office, and shall have within said town all the authority
of a constable in making arrests and serving warrants, who shall preserve
order in the said town, superintend all work being done for or by the
town corporation within its limits, obey and perform all orders and ordi-
nances of said board and perform such other duties as said board may
prescribe, and as the entire compensation for all the services which he
shall render under this Act and subtitle and the ordinances and orders
of said board, he shall receive annually a sum not exceeding eight hun-
dred dollars per annum.

103. Said bailiff shall give bond to be approved by the County Commis-
sioners as other constable's bond for the faithful performance of his duties
as constable, and also bond to said President and Commissioners for the
faithful performance of his duties as town bailiff, and the faithful per-
formance of such duties as may be imposed upon him by the ordinances of
said President and Commissioners.
