in May next ensuing their election, and until their successors shall be
elected and qualified; and a failure to qualify for two weeks after the
election of the burgess or any commissioner shall create a vacancy in
such respective offices.

412. Four of the Commissioners shall constitute a quorum for the
transaction of business; and in case of vacancy in the office of Commission-
ers, by death, removal out of the town, resignation, refusal to qualify, or
other disqualifications, a majority of the qualified Commissioners shall
elect Commissioners to fill such vacancy for the remainder of the term,
and until a successor shall be elected by the qualified voters of said town
and shall have qualified; and if a vacancy shall occur in the office of bur-
gess by any of the causes of vacancy mentioned in this section, the chair-
man of the Commissioners shall act as burgess for the unexpired term.

413. The Burgess, Commissioners and all other officers designated by
the ordinances of said corporation or this subtitle of this Article, excepting
the attorney, before entering upon the duties of their offices shall take and
subscribe the following oath or affirmation: "I do swear or affirm," (as
the case may be,) "that I will faithfully execute the office of ———, to which
I have been elected or appointed, to the best of my judgment and ability,.
without favor or affection."

414. The Burgess and Commissioners shall appoint a clerk to said
town from among the qualified voters thereof, who shall keep accurate
minutes of their proceedings; and shall enter all laws and ordinances
passed by them in a well-bound book, open to public inspection; he shall
attest all laws or ordinances, and cause copies of the same to be posted in
not less than two of the most public places in said town; he shall file and
keep all original papers entrusted to his care; he shall act as treasurer to
said corporation; he shall keep an accurate account of the receipts and
disbursements of all monies and funds of the said corporation in a well-
bound book, and shall pay out the same only on the order of the chairman,
after the bills thereupon or orders have been passed by a majority of the
Commissioners; he shall report annually in writing to the burgess and
Commissioners a detailed statement of the said corporation, showing the
several sums of money received and expended, from whom received, and
for and on what account, and to whom, expended and paid, and shall cause
not less than two copies of said statement to be posted up in the two or more
public places in the town; he shall perform such other duties as may be
prescribed for him by this section or the ordinances of said Commissioners;
he shall receive such compensation for his services from the funds of the
corporation as said Commissioners may, by their order or ordinance, fix;
and the said Commissioners shall require said clerk and treasurer to give
bond, with security, to be approved by the said burgess, for the faithful
